PROJECT SUMMARY: The applicant proposes to construct a second pier in Taylors Creek adjacent to her property located at 1205 Front Street, in the Town of Beaufort. f R FIELD INVESTIGATION REPORT: ANN HILL SMITH/CARTERET PAGE #2 9. NARRATIVE DESCRIPTION: The applicant's property is located at 1205 Front Street and adjacent to Taylors Creek, in the Town of Beaufort, Carteret County. The property is divided into two tracts which is separated by Front Street. The applicant's residence is located on the north side of Front Street. On the south side of Front Street and adjacent to Taylors Creek, the applicants property is approximately 137' wide x 20' deep. The shoreline has been stabilized by broken concrete and bricks over the years and a pier/platform has been built in Taylors Creek which measures approximately 22' long x 15' wide. Waters at the project site are classified as SC and are closed the harvesting of shellfish. The applicant proposes to construct an additional docking facility on this property. Plans included with the application show that an approx. 10' long x 8' wide platform would be constructed immediately adjacent to the shoreline with an approx. 8' x 8' section being waterward of the MHW line. An approx 16' long x 3' wide perpendicular dock is proposed watrerward of the platform which would gain access to an approx. 20' long x 8' wide floating "T" platform. Mooring pilings are proposed on both sides of the floating "T ". The proposed pier would be further waterward than the applicant's existing pier but within the pier-head line of adjacent docks. 10. ANTICIPATED IMPACTS: The applicant's proposal to construct a new dock would shade approx.'2080 sq. ft. of Estuarine Waters and Public Trust Area in addition to the 330 sq. ft. already being shaded by the existing pier/platform. The total square footage of the platform areas for both piers would be approx. 554 sq. ft.. The new pier would be greater than 15' from the riparian property lines and within the pier-head alignment established by adjacent properties. PREPARED BY: Charles O. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross-sectional drawings) drawn to scale in black ink on an 8 1/2" by 11" white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Revised 03/95 Form DCM-MP-1 site. Include highway or secondary road (SR) numbers, landmarks, and the like. • A Stormwater Certification, if one is necessary. • A list of the names and complete addresses of the adjacent waterfront (riparian) landowners and signed return receipts as proof that such owners have received a copy of the application and plats by certified mail. Such landowners must be advised that they have 30 days in which to submit comments on the proposed project to the Division of Coastal Management. Upon signing this form, the applicant further certifies that such notice has been provided.
