PROJECT SUMMARY: The Beaufort Landing Village and Oaks Condominiums propose to excavate new boat basin areas on the north side of their existing piers in order to provide permanent mooring spaces for 5 additional boats. 1 10 FIELD INVESTIGATION REPORT: BEAUFORT LANDING VILLAGE & THE OAKS CONDOMINIUMS PAGE #2 9. NARRATIVE DESCRIPTION: The project site consists of two boat docking facilities in Taylors Creek which are located just west of the NC Wildlife boat ramp facility and a recently constructed pedestrian access pier developed by the Town of Beaufort. The boat docking facilities service two side-by-side condominium projects know as Beaufort Landing Village and the Oaks which are located on the north side of Front St., in the Town of Beaufort, Carteret County. CAMA Permit #119-90 was issued to Mr. Gary Mercer and authorized the construction of 8 boat slips on the eastern pier and 9 slips.on the western pier. The piers have been installed but only 7 slips were constructed on the eastern most pier. The existing boat slips have water depths ranging around -8 to -10' mean low water (MLW) deep. Between the docks and high ground, there exists an approx. 60' wide area of shallow water with depths ranging from V to -3' mean low water deep, an approx. 20 to 60' wide intertidal area and an approx. 30 to 40' border of coastal wetlands vegetated primarily with spartina alterniflora and juncos roemerianus. A few scattered oysters were observed within the intertidal area and it is not know whether any clams are located within or adjacent to the project area. The waters of Taylors Creek have been designated as SC waters and are closed to the harvesting of shellfish. The applicant is requesting a permit to excavate a boat basin area on the landward side of the existing docks in order to provide permanent and temporary mooring spaces for the residents' and guest of the adjacent condominiums. The plans show that an approximately 310' long x 20 to 30' wide basin would be excavated to a depth of approximately -3' at mean low water. The excavated would be accomplished by a barge mounted crane with the approximately 560 yds.3 of mud (probably mixed with sand) material being removed and off loaded at Beaufort Fisheries which is located just east of the project site. From there, the material will be trucked to a high ground disposal site owned by the Town of Beaufort located at Ocean View Cemetery on Ann Street. An approx. 20' long x 3' wide finger pier and mooring pilings will be added to the Beaufort Landing Village to accommodate 3 additional permanent moorings. This will bring the total number of permanent slips to 10. An approx. 25' long x 3' wide finger pier with associated mooring pilings is proposed to be added to the Oaks Condominium's dock which will provide two additional permanent slips. This will also bring the total number of permanent tie ups to 10. Additional docking areas will be available along the existing docks but without mooring pilings the area should be useful for only temporary tie-ups. 10. ANTICIPATED IMPACTS: The project as proposed will result in the excavation of approx. 7,440 ft.z of shallow water bottom area with approx. 560 yds.' of mud and sand material being removed. There were no shellfish observed within the excavation area but scattered amounts of oysters were observed in adjacent intertidal areas. Increased levels of turbidity will be experienced during excavation activities but the strong tidal current in Taylors Creek should dissipate the turbidity plume except during FIELD INVESTIGATION REPORT: BEAUFORT LANDING VILLAGE & THE OAKS CONDOMINIUMS PAGE #3 --------------------------- slack tidal conditions. The addition of the finger piers and mooring pilings will provide 10 permanent boat slips for each docking facility. NARRATIUDESCRIPn N: The project site consists of two boat docking facilities in Taylors Creek which are located just west of the NC Wildlife boat ramp facility and a recently constructed pedestrian access pier developed by the Town of Beaufort. The boat docking facilities service two side-by-side condominium projects know as'Beaufort Landing Village and the Oaks which are located on the north side of Front St., in the Town of Beaufort, Carteret County. CAMA Permit #119-90 was issued to Mr. Cary Mercer and authorized the construction of 8 boat slips on the eastern pier and 9 slips on the western pier. The piers have been installed but only 7 slips were constructed on the eastern most pier. The existing boat slips have water depths ranging around -8 to -10' mean low water (MLW) deep. Between the docks and high ground, there exists an approx. 60' wide area of shallow water with depths ranging from 1" to -3' mean low water deep, an approx. 20 to 60' wide intertidal area and art approx. 30 to 40' border of coastal wetlands vegetated primarily with Ypardna altemyZora and juncus roemerianus. A few scattered oysters were observed within the intertidal area and it is not know whether any clams are located within or adjacent to the project area. The waters of Taylors Creek have been designated as SC waters and are closed to the harvesting of shellfish. The applicant is requesting a permit to excavate a boat basin area on the landward side of the existing docks in order to provide permanent and temporary mooring spaces for the residents and guest of the adjacent condominiums. The plans show that an approximately 310' long x 20, to 30' wide basin would be excavated to a depth of approximately -3' at mean low water. The excavated would be accomplished by a barge mounted crane with the approximately 560 yds.3 of mud (probably mixed with sand) material being removed and off loaded at Beaufort Fisheries which is located just east of the project site. From there, the material will be trucked to a high ground disposal site owned by the 'town of Beaufort located at Ocean View Cemetery on Ann Street. An approx. 20' long x 3' wide finger pier and mooring pilings will be added to the Beaufort Landing Village to accommodate 3 additional permanent moorings. This will bring the total number of permanent slips to 10, An approx. 25' long x 3' wide finger pier with associated mooring pilings is proposed to be added to the Oaks Condominium's dock which will provide two additional permanent slips. This will also bring the total number of permanent tae ups to 10. Additional docking areas will be available along the existing docks but without mooring pilings the area should be useful for only temporary tie-ups. 10. ANTICIPATED IMPACTS: The project as proposed will result in the excavation of approx. 7,440 ft.2 of shallow water bottom area with approx. 560 yds.3 of mud and sand material being removed.
