The project is for private residential use. FIELD INVESTIGATION REPORT: 4HLLC / MOREHEAD BLUFFS DUPLEX DEVELOPMENT PAGE 42 9. NARRATIVE DESCRIPTION: The project site address is listed as 200 and 202 Roanoke Avenue in Morehead City. The site is located off Bogue Sound along the east side of Peletier Creek just south of Highway 70. The developers have already secured a Minor CAMA Permit #95-262 from the Town of Morehead City that authorizes construction of two duplex structures on the highground property. In order to complete the overall project, a Major CAMA permit must be processed so that the applicant, 4HLLC, can under take the development of two residential boat basins adjacent to the property in Peletier Creek. The proposed activities include excavation and dock construction. The combined facilities will provide a total of 9 boat slips. The project has been designed on behalf of the applicant by Mr. Ronald D. Cullipher, P.E. of Stroud Engineering, P.A. and coordinated for review by Mr. Paul Stephens. Basin #1 located on the south west side of the project shoreline has been designed to meet the needs of the two owners of Lot 1. In order to gain the necessary water depth of - 5 feet at mean low water, a basin will have to be excavated measuring 91 feet long by 42 feet wide. Basin #1 will provide 5 boat slips ranging in size from 12 to 16 feet wide by 50 feet long. Approximately 2 feet of silty mud will be removed from the basin by a tracked excavator. The spoil material, some 284 cubic yards will be placed on the highground within the footprint area of the future duplex on Lot #1. As the workplat drawings show, the disposal area will be completely encircled by a silt fence. Immediately in front of the existing bulkhead, a fringe of saltmarsh cordgrass 5 to 8 feet wide will be left unaltered by the proposed excavation and construction of docks. Two 6 foot wide piers will span the marsh fringe allowing access to the open water basin in the creek. The main platform will measure about 82 feet long by 6 feet wide. It will be installed parallel to the shoreline and offset from the bulkhead by some 8 feet. A series of 3 finger piers and 9 mooring piles will be arranged to make up the 5 designated boat slips in Basin #1. The set of 6 offshore tie-piles will be installed some 66 feet waterward of the bulkhead which demarche the mean high waterline. The workplat drawing shows the overall width of the creek in this area to be approximately 360 feet wide. Basin #2 has been designed to provide a total of 4 boat slips for the owners of Lot #2 located on the north east side of the project shoreline. Basin #2 and the associated piers are adjacent to a commercial, boat house owned by Mr. Howard Whitney. The project plans detail the foot print of the roof covered structure. The 5,700 square foot - boat house measure approximately 96 feet parallel to the shoreline and extends 60 feet waterward of the shoreline. This section of the Coral Bay waterway is one of the narrowest points at about 216 feet. The offshore location of the 5 outer tie piles make use of the creek by showing the eastern most piling 72 feet waterward of the mean high waterline. The series of tie-piles, by sight, are about 12 feet waterward of Mr. Whitney's boat house. The piers in Basin #1 have been designed similar to the FIELD INVESTIGATION REPORT: 4HLLC / MOREHEAD BLUFFS DUPLEX DEVELOPMENT PAGE #3 structures in basin #1. Two, 6 foot wide, access piers will cross the fringe of marshgrass. The main platform will parallel the shoreline and measure 6 feet wide by 93 feet long. Two finger piers (4ft. x 22ft.) and 3 inshore tie piles will complete the structural requirements for Basin #2. The excavation of Basin #2 will provide a water depth of -5 feet on mean low water. The area to be excavated measures about 45 feet wide by 93 feet long. The existing water depths range from 6 inches along the marsh fringe to 4 feet deep closest to the center of the creek. The project will maintain a 3:1 slop on the inshore excavation so as to protect the fringe of marshgrass. An estimated 2 feet of silty mud will be removed by a mechanical excavator. Some 312 cubic yards of spoil material will be placed directly on the highground property in the area of the future duplex on Lot #2. 10. ANTICIPATED IMPACTS: The referenced aerial photography can provide the reviewer with a clear perspective of the project site with regards to the width of Peletier Creek and the relationship of the proposed structures to the existing roof covered boat house. The project has made a conscience effort to meet the CAMA regulations for docks and piers while providing mooring space adequate to the owners' needs. The on-site inspection revealed no significant estuarine resources within the boundaries of the 2 boat basins. During the summer months, menhaden and shrimp are known to frequent Peletier Creek. These two resources are utilized by sport fisherman as bait. As mentioned above, excavation has been designed to safe guard the viability of the 5 to 8 foot wide fringe of marsh, dominated by saltmarsh cordgrass. The project site represents one of the few sections of the creek that has not been previously dredged. The surface waters of Coral Bay are classified by the Division of Environmental Management as SB due impart to the number of commercial marinas on the creek. PREPARED BY: JAMES L. The construction of two pier complexes will occur within the dredged areas. The total coverage of these pier complexes will be approximately 8,700 square feet of open water and the fringe of vegetated salt marsh. The proposed work is located in Peletier Creek, at 200 and 202 Roanoke Avenue, in the Coral Bay subdivision, in Morehead City, Carteret County, North Carolina. Your receipt of this letter verifies your acceptance of a valid request for certification in accordance with Section 325.2(b)(ii) of our administrative regulations. We are considering authorizing the proposed activity pursuant to Section 404 of the Clean Water Act, and we have determined that a water quality certification is required under the provisions of Section 401 of the same law. A Department of the Army permit will not be granted until the certification has been obtained or waived. According to our administrative regulations, 60 days is reasonable for State action. Therefore, if you have not acted on the request, or asked for an extension of time, by December 30, 1995, the District Engineer will deem that waiver has occurred. PROJECT SUMMARY: The applicant proposes to excavate 2 boat basins and construct docks and mooring piles for a total of 9 boat slips. The project is for private residential use. FIELD INVESTIGATION REPORT: 4HLLC / MOREHEAD BLUFF'S DUPLEX DEVELOPMENT PAGE #3 structures in basin # 1. Two, 6 foot wide, access piers will cross the fringe of marshgrass. The main platform will parallel the shoreline and measure 6 feet wide by 93 feet long. Two finger piers (4ft. x 22ft.) and 3 inshore tie piles will complete the structural requirements for Basin #2. The excavation of Basin #2 will provide a water depth of -5 feet on mean low water. The area to be excavated measures about 45 feet wide by 93 feet long. The existing water depths range from 6 inches along the marsh fringe to 4 feet deep closest to the center of the creek. The project will maintain a 3:1 slop on the inshore excavation so as to protect the fringe of marshgrass. An estimated 2 feet of silty mud will be removed by a mechanical excavator. Some 312 cubic yards of spoil material will be placed directly on the highground property in the area of the future duplex on Lot #2- 10. ANTICIPATED IMPACTS: The referenced aerial photography can provide the reviewer with a clear perspective of the project site with regards to the width of Peletier Creek and the relationship of the proposed structures to the existing roof covered boat house. The project has made a conscience effort to meet the CAMA regulations for docks and piers while providing mooring space adequate to the owners' needs. The on-site inspection revealed no significant estuarine resources within the boundaries of the 2 boat basins. During the summer months, menhaden and shrimp are known to frequent Peletier Creek. These two resources are utilized by sport fisherman as bait. As mentioned above, excavation has been designed to safe guard the viability of the 5 to 8 foot wide fringe of marsh, dominated by saltmarsh cordgrass. The project site represents one of the few sections of the creek that has not been previously dredged. The surface waters of Coral Bay are classified by the Division of Environmental Management as SB due impart to the number of commercial marinas on the creek. PREPARED BY: JAMES L. MERCER DATE; 16 OCTOBER 1995 r FIELD EWESTIGATION REPORT: 4HLLC / MOREHEAD BLUFFS DUPLEX DEVELOPMENT PAGE 42 9• NARRA3M : The project site address is listed as 200 and 202 Roanoke Avenue in Morehead City. The site is located off Bogue Sound along the east side of Peletier Creek just south of Highway 70. The developers have already secured a Minor CAMA Permit #95-262 from the Town of Morehead City that authorizes construction of two duplex structures on the highground property. In order to complete the overall project, a Major CAMA permit must be processed so that the applicant, 4HLLC, can under take the development of two residential boat basins adjacent to the property in Peletier Creek. The proposed activities include excavation and dock construction. The combined facilities will provide a total of 9 boat slips. The project has been designed on behalf of the applicant by Mr. Ronald D. Cullipher, P.E. of Stroud Engineering, P.A. and coordinated for review by Mr. Paul Stephens. Basin #1 located on the south west side of the project shoreline has been designed to meet the needs of the two owners of Lot 1. In order to gain the necessary water depth of - 5 feet at mean low water, a basin will have to be excavated measuring 91 feet long by 42 feet wide. Basin #1 will provide 5 boat slips ranging in size from 12 to 16 feet wide by 50 feet long. Approximately 2 feet of silty mud will be removed from the basin by a tracked excavator. The spoil material, some 284 cubic yards will be placed on the highground within the footprint area of the future duplex on Lot #1. As the workplat drawings show, the disposal area will be completely encircled by a silt fence. Immediately in front of the existing bulkhead, a fringe of saltmarsh cordgrass 5 to 8 feet wide will be left unaltered by the proposed excavation and construction of docks. Two 6 foot wide piers will span the marsh fringe allowing access to the open water basin in the creek. The main platform will measure about 82 feet long by 6 feet wide. It will be installed parallel to the shoreline and offset from the bulkhead by some 8 feet. A series of 3 finger piers and 9 mooring piles will be arranged to make up the 5 designated boat slips in Basin #1. The set of 6 offshore tie-piles will be installed some 66 feet waterward of the bulkhead which demarche the mean high waterline. The workplat drawing shows the overall width of the creek in this area to be approximately 360 feet wide. Basin #2 has been designed to provide a total of 4 boat slips for the owners of Lot #2 located on the north east side of the project shoreline. Basin #2 and the associated piers are adjacent to a commercial, boat house owned by Mr. Howard Whitney. The project plans detail the foot print of the roof covered structure. The 5,700 square foot boat house measure approximately 96 feet parallel to the shoreline and extends 60 feet waterward of the shoreline. This section of the Coral Bay waterway is one of the narrowest points at about 216 feet. The offshore location of the 5 outer tie piles make use of the creek by showing the eastern most piling 72 feet waterward of the mean high waterline. The series of tie-piles, by sight, are about 12 feet waterward of Mr. Whitney's boat house.
