Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* General land use in the vicinity of the project is residential development and forest land. Small agricultural uses persist in several locations. The site is maintained as pasture along Wall Road, and mature forest. A sanitary sewer line would extend east from the site through mature forest to the Richland Creek floodplain with one small pocket wetland. The intermittent stream this sewer line would parallel disappears into the floodplain before joining Richland Creek. On the far (east) side of Richland Creek, an eAsting sanitary sewer easement occurs within a larger emergent wetland. Wetland WZ is located approximately 2,150 feet south, along an existing maintained sewer line corridor. Upsiang this length of pipe is required per City of Raleigh to accommodate current and future projected flows (see Downstream Sewer Impacts Inset on the attached Impact Exhibit C-1). This portion of the project was added in consultation with the City of Raleigh, after receipt and approval of this project's PJD application by the USACE. Wetlands WZ and WY have not yet been approved, but are similar in composition and geographic setting to Wetland WA. 4b. No resources to avoid were identified on the subject property. Sanitary sewer service will be provided without permanent impact to Zone I except for the perpendicular crossing of Richland Creek, required to connect to an existing line. Project owners attempted to secure approval for a narrower maintenance corridor, but were denied. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All erosion and sediment controls will be in place prior to land clearing for development. Stormwater BMPs are designed to maxmize nutrient removal. No vehicle storage or maintenance will occur within or adjacent to jurisdictional resources. USFWS Consultation Code: 04EN2000-2019-SLI-1462, Event Code: 04EN2000-2019-E-03329 - August 16, 2019 NC Natural Heritage Program Tier 1 Data Explorer - September 4, 2019 The US Fish and Wildlife Service's ECOS-IPaC service identified red -cockaded woodpecker, Neuse River waterdog, Carolina madtom, Atlantic pigtoe, dwarf wedgemussel, and Michau is sumac as potentially occurring in the permit area. The proposed crossing would be an aerial pipeline with no impact to surface waters. No suitable habitat for either red -cockaded woodpecker or Michauxs sumac occurs in the permit impact area. No impact to any federally -listed species is expected to result. The NCNHP reported no known occurrences of threatened or endangered species on or within one mile of the project site. Public Lands were identified in their report. However, this project would include improvements and connection to an existing sanitary sewer line and no change in use would result. Three tracts remain to the south of the proposed project. All four tracts remain under the ownership of Ms. Alice Virginia "Ginny" Soule. Ms. Soule explains that the County deemed two structures on the tracts as historic, including an old smoke house and dairy building. Both structures occur on the three tracts (-20ac) south of this project and would be retained by Ms. Soule. A barn on the project site was constructed in phases beginning around 1900, and expanded between 1930-1935, and again between 1940-1950. The project would dismantle the structure and reuse the material as hardwood flooring and siding for residential/commercial development. The Town of Wake Forest has been consulted (attached email communications, Ms. Michelle Michael, MHP, Senior Planner (Historic Preservation)) and has approved of the proposal. 7c.
