adjacent to his property located at 2207 Front Street in the Town of Beaufort.

9. NARRATIVE DESCRIPTION: The applicant's property is located at 2207 Front
Street and adjacent to Taylors Creek, in the Town of Beaufort, Carteret County. The
property is split into two parcels by Front Street with a single family residence and a
garage located on the north side of Front Street. The property on the south side is
approximately 70' wide on Taylors Creek and 135' deep and is undeveloped. The
shoreline of the adjacent property to the east has been stabilized with a concrete
bulkhead and a pier has been constructed into Taylors Creek. This pier extends within
the riparian corridor of the applicant. The adjacent property to the west is
undeveloped and not stabilized. The applicant's property has not been stabilized and
there is an approximately 90' wide fringe of Coastal Wetlands consisting mainly of
Spartina Alterniflora growing along the shoreline. Waters at the project site have been
classified as SC and are closed to the harvesting of shellfish.
The applicant proposes to construct a pier, 90' long x 6' wide, over the fringe of
Coastal Wetlands and then continue the pier into Taylors Creek for another 65'. At
the end of this perpendicular pier, an approximately 40' long x 10' wide "T" platform
is proposed with 2 cluster pilings and a single mooring piling offshore of the platform.
Water depths at the end of the "T" platform are approximately -10' Mean Low
Water(MLW).
10. ANTICIPATED IMPACTS: The applicant proposes to construct an approximately
155' long x 6' wide pier with a 40' long x 10' wide platform located at its waterward
end. Three mooring pilings would be placed approximately 14' waterward of the
platform in order to provide tie up facilities for no more than two boats. The pier
would cross over a significant border of Coastal Wetlands and would be setback 15'
away from the riparian corridor. Approximately 540 sq. ft. of Coastal Wetlands would
be shaded by the construction of this pier. Another 1270 sq. ft of Public Trust Area
would be affected by the construction of the pier and mooring pilings. The pier would
extend further out into Taylors Creek than the adjacent piers and would be beyond the
pier head line which has established for single family residences in the area. This pier
appears to be in alignment with several multi-family docking facilities which begin
approximately 200' east of this site. The pier would not extend into the federal
maintained channel portion of Taylors Creek.

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said property, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission
from the owner to carry out the project.
• An accurate, dated work plat (including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by II" white paper. (Refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the

site. Include highway or secondary road (SR)
numbers, landmarks, and the like.
• A Stormwater Certification, if one is necessary.
• A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners and
signed return receipts as proof that such owners
have received a copy of the application and plats
by certified mail. Such landowners must be advised
that they have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management. Upon signing this form, the applicant
further certifies that such notice has been provided.

Environment, Health, and Natural Resources
(DEHNR) to cover the costs of processing the
appl ication.

Environmental Policy Act (N.C.G.S. 113A - 1 to
10) If the project involves the expenditure of public
funds or use of public lands, attach a statement
