PROJECT SUMMARY: The applicant proposes to construct a pier, "T" platform, boat lift and place mooring pilings in Taylors Creek. S FIELD INVESTIGATION REPORT: Mr. J. CHRIS DAVIS/CARTERET COUNTY PAGE #2 9. NARRATIVE DESCRIPTION; The applicant's property is adjacent to Taylors Creek at 1510 Front Street, in the Town 8f"Beaufort, Carteret County. The lot runs parallel with Taylors Creek for 53' and is 110' deep. Presently located on the property is a single family residence which the applicant recently purchased. Properties in the area have been stabilized by the use of concrete bulkhead years ago prior to permit requirements. This property extends out into Taylors Creek approximately 25' beyond the surrounding properties. A platform was constructed by the previous owner which runs parallel to the bulkhead. This platform measures approximately 53' long and 14' wide, with 2 mooring pilings approximately 15' waterward of the platform. Existing water depths adjacent to the pier is approx. -10' MLW deep. The existing pier and mooring pilings are in line with the eastern adjacent riparian property owner and extends a little further out into the water body than the western adjacent property owner. Waters at project site have been classified as SC and are closed to the harvesting of shellfish. Taylors Creek is also a federally maintained channel. The owner proposes to remove the platform and mooring pilings and replace them with a longer pier which would, extend into Taylors Creek. Plans included with the application show that a ramp or pier, approx. 18' long x 4' wide, would lead down to a floating dock which would measure approx. 40' long x 12' wide. Two mooring pilings would be installed on the east side property line. A non-covered boat lift, measuring 12' long x 13' wide is proposed 15' from the riparian property line on the west side of the floating dock. The dock and mooring pilings would extend further out into Taylors Creek than the adjacent piers and according to the applicant's plats would be approx. 2' away from the edge of the federally maintained channel. 10. ANTICIPATED EM PACTS: Approximately 910 square feet of Estuarine Waters and Public Trust Area would be occupied by the construction of the dock and mooring spaces. The pier would be terminated at the edge of the federally maintained channel and would extend out waterward of the adjacent piers. The adjacent property owner on the east has waived the 15' setback while the western property owner has written a letter of objection stating that the proposed pier would interfere with navigation access to his dock. The water depths at the end of the proposed floating dock would be approximately -22' deep at MLW. Some turbidity can be expected during construction but should be short termed in duration. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to carry out the project. • An accurate, dated work plat (including plan view and cross-sectional drawings) drawn to scale in black ink on an 8 1/2" by II" white paper. (Refer to Coastal Resources Commission Rule 7J.020' ) for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.)
