The eastern portion of the existing basin appears to be flooded regularly through the adjacent salt marsh in addition to the entrance channel. Because of this the existing basin is probably well flushed. Enlargement of the basin as proposed should have minimal impacts on its flushing ability. PROJECT SUMMARY: The applicant proposes to maintenance excavate an existing access channel and boat basin, to excavate a new basin area and to construct a bulkhead and dock which will accommodate 8 boats. t FIELD INVESTIGATION REPORT: George Long Jr. & R.E. Hoffman Page 2 NARRATIVE DESCRIPTION: The applicants properties are located at the end of Straits Point Road (SR1341) and adjacent to the Straits, in the community of Straits, Carteret County. One tract is approx. 4.4 acres in swhile the other is approx. 3.6 acres. The centerline of an existing man-made access channel and boat basin which provides boating access to the Straits serves as a property line. The access channel and basin area was excavated many years ago and have filled-in quite a bit over time with water depths now ranging from -1 to -2' mean low water (MLW) deep. Two areas of coastal wetlands consisting mainly of Spartina Altend fora (one measuring approx. 125' long x 5' wide and the other approx. 50' long x 3' wide) have become established along and in the access channel, making it navigable only during periods of high tide. Two perpendicular rock jetties have also been placed in the Straits on both sides of the access channel. The jetty on the east side extends out beyond the mean high water (MEW) line approx. 40' and the jetty on the west side extends out approximately 110'. The natural shoreline along the Straits has been stabilized with rock rip rap on the western lot with the shoreline of the eastern lot consisting of a fairly wide border of coastal wetland vegetation. A concrete boat ramp is also located on the west side of the boat basin. The applicants upland properties have been developed with two residences and an existing pier provides the western property owner with access to the Straits. The western property owner also has a shellfish lease in the Straits in front of his residence. The applicants proposal to excavate the access channel by means of a dragline leading in from the Straits for a distance of approximately 340' long x 15-20' wide x -3.5' MLW deep. The existing boat basin, which measuring approximately 210' long x 30' wide, would also be excavated to a depth of a -3.5' MLW deep. A new boat basin, measuring approx. 100' long x 30' wide, would be excavated into adjacent high ground to a depth of -3.5'MLW . Inside of the basin, the applicants propose to construct an approx. 100' long x 6' wide dock with three finger piers to accommodate eight boats. The spoils material generated from the excavation is proposed to be trucked to an approx. 300' long x 100' wide disposal area located in the applicants grassed yard. The applicants also proposes to bulkhead both sides of the access channel and the boat basin (approximately 980 linear feet in total). Approximately 370 linear feet of bulkhead located on the east side of the access channel would be placed waterward of coastal and '404' wetlands but no backfill is proposed. The remaining bulkhead will be positioned a maximum distance of 2' waterward of the MM line. Waters at the project site are classified as SA and are open to the harvesting of shellfish. ANTICIPATED IMPACTS: The applicant proposes to excavate approx. 6,800 ft.2 of shallow water habitat within an existing access channel to a depth of -3.5' MLW deep. The proposed excavation of the access channel would also eliminate approximately 775 ft.2 of coastal wetlands vegetated primarily with Spartina altern&ra. Approx. 6,300 ft.2 of shallow water habitat within the existing boat basin would also be maintained to a depth of - 3.5' MLW deep. The new basin will cause approx. 3,000 ft.2 of high ground to be FIELD INVESTIGATION REPORT: George Long Jr. & R.E. Hoffman Page 3 excavated to a depth of -3.5 MLW. The excavation activities would result in a approx. 1350 cu. yds. of sand and silt material being removed from below the MLW line and approx. 500 cu. yds. of sandy material being excavated from above the NEW line. All spoil materials will be spread in the applicants yards. Approx. 980 linear feet of bulkheading would be placed along both sides of the access channel and the boat basin. The bulkhead on the west side of the access channel and boat basin would be positioned behind wetlands or an average distance of 2' beyond the MHW line in those areas which are void of wetlands. It is estimated that approx. 45 cubic yards of fill would be placed below the MHW line in conjunction with the bulkhead placement. Approx. 370' of bulkhead on the east side of the access channel will be placed waterward of coastal and '404' wetlands however no backfilling of the structure is proposed. The bulkheading of this area could have some negative impacts if the bulkhead restricts the flow of water reaching the wetlands. A dock and finger piers are proposed to be located within the newly created boat basin. The dock will be designed so that 8 boats could moor at the facility. The applicants have indicated that the boat slips are proposed for their private use and no commercial activities or services are planned at the project. Increased levels of turbidity can be expected during the construction phase of this project and could have a negative impact on adjacent shellfish resources. These impacts could be minimized if a silt screen was employed at the mouth of the access channel during construction/excavation activities. PREPARED BY: Charles O. (Refer to Coastal Resources Commission Rule 71.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the Reed 03/95 Form DCM-MP-1 site.
