8. PROJECT SUMMARY: The applicant proposes to construct a 100' long x 10' wide pier.

9. NARRATIVE DESCRIPTION: The applicant's property is located on an
approximately 1.4 acre tract of land adjacent to Cedar Street (US Hwy 70) and Town
Creek, just east of the Grayden Paul bridge, in the Town of Beaufort, Carteret County.
The eastern portion of the property has been bulkheaded and developed into a
commercial fish house with 2 buildings used for the processing and packing of seafood
products and another one used as an ice house and cooler building. The parking lot in
this area is gravel. The western portion of the property is undeveloped and vegetated
with natural vegetation. An approx. 50' wide border of mostly spartina altemiflora
vegetation is located adjacent to the water. Presently, the vessels mooring at the
facility tie up to the bulkhead. Vessels using the facility range from the small
shrimping boats in the 25' class to trawlers in the 70-90' class. Depending on the
season, several boats may be bridled to each other which temporary increases the
number of boats using the area. Normally, only four large boats tie up to the
bulkhead. The applicant proposes to construct an approx. 100' long x 10' wide pier
midway of his property and place 11 pilings along the east side of the pier to serve as
bumper pilings. Water depths in this area of Town Creek range from 0 to -7' deep at
Mean Low Water (MLW). This would allow for 1 large boat to moor on the east side
of the pier or three small ones. Water depths along the western side of the proposed
pier are such that only small boats could moor. It is anticipated that three boats could
also tie up on this side of the pier. The applicant received a Major CAMA Permit
(#11-86) to construct a similar pier, but never built it. Discovery Diving, which is
located upstream from the project, recently received a Major CAMA Permit to
excavate a boat basin and add more slips to their existing marina. The adjacent
property to the west has also received a CAMA Permit (#141-91) to construct a 12 slip
marina but the facility has not been built. Waters at the project site are classified as
"SC" and are closed to the harvesting of shellfish. The Department of Administration
is investigating the ownership of different properties in the general arec It is not
known if this property is subject to that investigation.
10. ANTICIPATED IMPACTS: The applicant proposes to construct a 100' long x 10'
wide pier with 11 bumper pilings along the east side of the pier. This would
potentially allow an additional 1 large and three smaller boats (or 6 smaller boats) to
tie up to the pier. This would increase the docking areas so that approx. 10 boats
could conveniently moor at the site. The proposed pier would shade approx. 1 ,000
square feet of Public Trust Areas and Estuarine Waters. Some short term increase in
turbidity levels could be expected from the construction of this pier. The channel in
front of the applicant's property has been used in the past by both private and
commercial boats docking at facilities upstream. The applicant has reported that in the
past several years the channel upstream of the project has shoaled in a great deal.

sectional drawings) drawn to scale in black ink on an 8
1/2 x 11 white paper. (Refer to Coastal Resources
Commission Rule 71.0203 for a detailed description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 18 high
quality copies are provided by applicant. (Contact the
U.S. Army Corps of Engineers regarding that agency's
use of larger drawings.) A site or location map is a part
of plat requirements and it must be sufficiently detailed
to guide agency personnel unfamiliar with the area to the
site. Include county road (SR) numbers, landmarks, and
the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit comments
on the proposed project to the Division of Coastal
Management and should be advised by the applicant of
that opportunity.

9 CERTIFICATION AND PERMISSION
TO ENTER ON LAND
Any permit issued in response to this application will
allow only the development described in the application.
The project will be subject to conditions and restrictions
contained in the permit.
I certify that to the best of my knowledge, the proposed '
activity complies with the State of North Carolina's ap-
p.oved Coastal Management Program and will be con-
ducted in a manner consistent with such program.
I further certify that I am authorized to grant, and do in
fact, grant permission to representatives of state and
federal review agencies to enter on the aforementioned
lands in connection with evaluating information related
to this permit application and follow-up monitoring of
project.
