C. 27511 Dear Mr. Woolard: Re: Application to fill wetlands Nationwide Permits 18 and t4 DEM # 951172 Beaufort County FILE COPY On 2 November 1995 we received your application to fill 0.15 acres of wetlands at the end of SR 1351 for developing a residential lot along the Pamlico River. Your consultant (George Wood) applied to use Nationwide Permit 14 (minor road crossing) and 18 (minor fill) together. The road crossing would be constructed entirely across wetlands to the proposed location of the 1/10 acre fill which is also constructed entirely in wetlands. This use of these two Nationwide Permits is unacceptable to DEM since our approval for Nationwide Permit 14 is restricted to fill from high ground to natural high ground. Our 401 Water Quality Certification for Nationwide Permit 18 would allow you to enlarge the existing upland portion of your lot by 1/10 acre of an acre to increase the developable portion of your property. If you would like to proceed in the manner, please advise me in writing. I do not anticipate any problem in approving a NW 18 fill for this project. I can be reached at 919-733-1786 if you have any questions. Sincerely, 1 Jo R.
