Dear Mr. Toepfer:
The Solid Waste Section (Section) has reviewed the Ash Basin Dam Soil Sampling Work Plan (FID
1339436) at the Sutton Energy Complex submitted on August 14, 2019. The purpose of the
work plan is to determine if approximately 120,000 cubic yards of soil within the dams can be
used along the existing transmission corridor between the ash basins and onsite landfill outside
the footprint of the ash basins. The work plan proposes to take eight (8) soil samples along the
1984 basin dam and two (2) soil samples along the 1971 basin dam. At each sample location,
nine (9) distinct samples will be collected and mixed into one composite sample. The ten (10)
composite samples will be analyzed for total metals and leachability using the synthetic
precipitation leaching procedure (SPLP).
The Section approves the soil sampling work plan.
