Estuarium in Washington, N.C., as you described in your application dated 22 September 1995. After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 3025. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. Dear Mr. Gossett, Please be advised that the City of Washington owns all of the property proposed for the Esturaine Educational Building. The project is being developed in conjunction with the Partnership for the Sounds, a regional non-profit agency established under the 501 C-3 provisions. The application for permits to develop in North Carolina's Coastal Area is being completed by the Frank Harmon Architect for the City of Washington as owner of real property and the Partnership of the Sounds owner of the proposed building and its accessory structures. This is to further certify that authority is granted for permission to representatives of the state and federal review agencies to enter on the aforementioned lands in connection with the evaluating information related to this permit application and follow-up monitoring of the project.being submitted. 1 of 2 CITY OF WASHINGTON North Carolina Fstuarium Center Beaufort County Environmental setting The City of Washington is the owner of a 1.1 acre tract of land on which, in conjunction with the Partnership for the Sounds, the North Carolina Estuarium is being constructed. The site is located within the historic district of the City of Washington, on Water Street, adjacent to the Pamlico River in Beaufort County. The site until recent years was used as a boat repair facility. Located on the site is a frame building, a concrete boat ramp and two piers which were utilized by a travel lift. The ramp and piers appear to be located within a manmade basin. Also, various pilings are located near the piers and the shoreline is bulkheaded. The facility is served by the city's municipal sewage and water systems. The upland property is developed with gravel parking areas, and also areas of vegetated lawn grasses are present. No wetland vegetation is present. Proiect proposal The applicant is proposing the following: (1) The construction of a 15,000 sq. ft. building to serve as the Public Estuarium for visitors. (2) The construction of 200' of bulkhead which will average 2' waterward of the existing bulkhead, except in the vicinity of the 30' wide boat ramp, where the bulkhead will average 55' beyond the NWL. (3) Starting at the west property line, the construction of a 135' long by 10' wide boardwalk on highground approximately 15' landward of and parallel to the proposed bulkhead. The boardwalk will turn in a southern direction with a 65' long by 8' wide section which will terminate with a 25' long by 18' wide platform at the bulkhead. (See plat L-2 for details.) (4) The construction of a 15' long by 4' wide floating dock adjacent to the bulkhead. This platform will be used as a canoe launching area. (See plat L-2 for details.) (5) The extension of the two existing piers in a landward direction for.a distance of 18'. These extensions will be 7' wide and will connect to the proposed boardwalk. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. The site is located within the historic district of the City of Washington, on Water Street, adjacent to the Pamlico River in Beaufort County. The site until recent years was used as a boat repair facility. Located on the site is a frame building, a concrete boat ramp and two piers which were utilized by a travel lift. The ramp and piers appear to be located within a manmade basin. Also, various pilings are located near the piers and the shoreline is bulkheaded. The facility is served by the city's municipal sewage and water systems. The upland property is developed with gravel parking areas, and also areas of vegetated lawn grasses are present. No wetland vegetation is present. Project proposal The applicant is proposing the following: (1) The construction of a 15,000 sq. ft. building to serve as the Public Estuarium for visitors. (2) The construction of 200' of bulkhead which will average 2' waterward of the existing bulkhead, except in the vicinity of the 30' wide boat ramp, where the bulkhead will average 55' beyond the NWL. (3) Starting at the west property line, the construction of a 135' long by 10' wide boardwalk on highground approximately 15' landward of and parallel to the proposed bulkhead. The boardwalk will turn in a southern direction with a 65' long by 8' wide section which will terminate with a 25' long by 18' wide platform at the bulkhead. (See plat L-2 for details.) (4) The construction of a 15' long by 4' wide floating dock adjacent to the bulkhead. This platform will be used as a canoe launching area. (See plat L-2 for details.) (5) The extension of the two existing piers in a landward direction for a distance of 18'.
