The Application provides adequate assurance that the discharge of fill material into the waters of Chocowinity Bay in conjunction with the proposed development in Beaufort County will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92- 500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter set forth. Condition(s) of Certification: 1. That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (50 NTUs in streams and rivers not designated as trout waters by DEM; 25 NTUs in all saltwater classes, and all lakes and reservoirs; 10 NTUs in trout waters). Violations of any condition herein set forth shall result in revocation of this Certification. This Certification shall become null and void unless the above conditions are made conditions of the Federal 404 and/or Coastal Area Management Act Permit. This Certification shall expire upon expiration of the 404 or CAMA permit. If this Certification is unacceptable to you, you have the right to an adjudicatory hearing upon written request within sixty (60) days following receipt of this Certification. This request must be in the form of a written petition conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of Administrative Hearings, P.O. PROJECT SUMMARY: The applicant is proposing to construct a bulkhead, boat ramp and mooring facilities at Twin Lakes Campground. TWIN LAKES CAMPING RESORT AND YACHT BASIN Beaufort County Environmental setting The project which is being addressed in this application is located in Beaufort County, on the south side of SR 1166 which is known locally as Whichards Beach Road. The project is located at Twin Lakes Camping Resort and Yacht Basin which is an existing facility and was developed in the early 1970's along a canal system connecting to Chocowinity Bay, a tributary to the Pamlico River. The canal system has an entrance canal which connects to a basin off of which are other canals. The canals are navigable, and within the basin is an existing marina facility. At the site approximately 313 camp sites are existing along the canals with support facilities such as a general store, picnic shelters, and maintenance shops. The focus of this application is an area known as Paradise Island. This area, on which is located 122 camp sites, is bordered on the south by the basin, east and west by canals, and on the north by a canal and agricultural lands. Located on the majority of the 122 camp sites are various types of recreational vehicles. Each camp site is served by an individual septic tank system and a central water system services the entire development. Most of Paradise Island is vegetated with various lawn grasses between the vehicles and access is by earthen roads. No wetland vegetation is present at the project site. None of the island is bulkheaded an some moderate erosion is occurring, especially along the eastern end. Project proposal The applicant is proposing the following: (1) The construction of 2,870' of bulkhead around Paradise Island. The bulkhead will average 2' beyond the NWL and will be 25' beyond the NWL at the furthest point. This area will be at the east end of the island where the erosion is severest. (2) The construction of two concrete boat ramps within the basin at the southeast corner of Paradise island. The ramps will extend 27' beyond the NWL and each will have a width of 14'. Located between the ramps will be a 54' long by 6' wide pier to aid in the launching of boats. (3) The construction of a mooring pier at each camp site. (See plat 1 of 2 for details.) Each pier will consist of a 4' wide walkway which is to extend 10' into the canal beyond the proposed bulkhead. These are intended to be temporary moorings until the bulkhead is constructed at which time campers will moor along side the bulkhead. (4) The re-alignment of an existing 64.0 long pier which is located within the basin to the north of an existing boat ramp. The pier will be re-aligned so that it will be parallel to the boat ramp. Twin Lakes Camping Resort and Yacht Basin Beaufort County Environmental impact The project as proposed should have a minimal environmental impact. Approximately 5,740 sq. ft. of open water area within an existing manmade canal system will be filled landward of the proposed bulkhead. Some short term turbidity will occur during construction, however, this should be retained within the canal system and not enter Chocowinity Bay. The project will not result in the expansion of the camp ground, thus would not increase the septic tank loading within the area. No wetland vegetation will be excavated and/or filled. David L. Planning for a better environment (919) 441-0239 MEMORANDUM Regarding: Twin Lakes Camping Resort & Yacht Basin CAMA major development permit application Twin Lakes Camping Resort & Yacht Basin is an existing business established along a man made canal and Chocowinity Bay in Beaufort County, NC. The 313 campsite area is occupied by campers which are serviced by a private well and on site sewage disposal system as shown on the attached plat. The focus of this CAMA major development application is on the area known as Paradise Island which encompasses 122 of the campsites. The CAMA major development permit application requests authorization to construct a boat ramp, bulkhead, pier realignment and temporary campsite boat docks. The attached plat shows the location of the proposed double lane boat ramp with a pier in between to facilitate access to the boats. The proposed pier r alignment is simply to replace an existing pier with a pier a ignment for better access and use. Proposed bulkheading along the interior canals is to abate shoreline erosion. Because of the extensive amount of bulkheading, it is anticipated that there will be some temporary disruption of the guest's ability to access their boat. Typically the camping guest moor their boat against the unbulkheaded shoreline. During the course of construction, a temporary campsite boat dock would be available to each of the guests upon their request so that continued use of their facility would be possible. Attached you will find a plan for that temporary campsite boat access. The proposed improvements will allow alignment of the boat ramp in a location which will facilitate its safe use, a pier realignment which will facilitate better access, and bulkhead construction along the interior canals for shoreline stabilization. None of the activities will result in an expansion of the use of this facility as currently operated. P.O. According to said application, Twin Lakes Camping Resort and Yacht Basin proposes to construct approximately 2,870' of bulkhead around Paradise Island, construct two concrete boat ramps, construct temporary mooring piers, and re- align an existing 64' long pier. The site is located off SR 1166 adjacent Chocowinity Bay, near the Town of Chocowinity, Beaufort County, North Carolina. A copy of the entire application and additional information maybe examined (or copies furnished upon request and payment of reproduction costs) during normal business hours of the Division of Coastal Management, 1424 Carolina Avenue, Washington, North Carolina, and/or the Division of Environmental Management, 1424 Carolina Avenue, Washington, North Carolina. The Division of Environmental Management proposes to take final action on this water quality certification on or before 3 September 1995. The issuance of the CAMA Major Development permit and the Section 401 Certification may deviate from this projected date depending upon the nature of the comments submitted and subsequent hearings that may result. PROJECT SUMMARY: The applicant is proposing to construct a bulkhead, boat ramp and mooring: facilities at Twin Lakes Campground. 04 TWIN LAKES CAMPING RESORT AND YACHT BASIN Beaufort County Environmental setting The project which is being addressed in this application is located in Beaufort County, on the south side of SR 1166 which is known locally as Whichards Beach Road. The project is located at Twin Lakes Camping Resort and Yacht Basin which is an existing facility and was developed in the early 1970's along a canal system connecting to Chocowinity Bay, a tributary to the Pamlico River. The canal system has an entrance canal which connects to a basin off of which are other canals. The canals are navigable, and within the basin is an existing marina facility. At the site approximately 313 camp sites are existing along the canals with support facilities such as a general store, picnic shelters, and maintenance shops. The focus of this application is an area known as Paradise Island. This area, on which is located 122 camp sites, is bordered on the south by the basin, east and west by canals, and on the north by a canal and agricultural lands. Located on the majority of the 122 camp sites are various types of recreational vehicles. Each camp site is served by an individual septic tank system and a central water system services the entire development. Most of Paradise Island is vegetated with various lawn grasses between the vehicles and access is by earthen roads. No wetland vegetation is present at the project site. None of the island is bulkheaded an some moderate erosion is occurring, especially along the eastern end. Project proposal The applicant is proposing the following: (1) The construction of 2,870' of bulkhead around Paradise Island. The bulkhead will average 2' beyond the NWL and will be 25' beyond the NWL at the furthest point. This area will be at the east end of the island where the erosion is severest. (2) The construction of two concrete boat ramps within the basin at the southeast corner of Paradise island. The ramps will extend 27' beyond the NWL and each will have a width of 14'. Located between the ramps will be a 54' long by 6' wide pier to aid in the launching of boats. (3) The construction of a mooring pier at each camp site. (See plat 1 of 2 for details.) Each pier will consist of a 4' wide walkway which is to extend 10' into the canal beyond the proposed bulkhead. These are intended to be temporary moorings until the bulkhead is constructed at which time campers will moor along side the bulkhead. (4) The re-alignment of an existing 64.0 long pier which is located within the basin to the north of an existing boat ramp. The pier will be re-aligned so that it will be parallel to the boat ramp. Approximately 5,740 sq. ft. of open water area within an existing manmade canal system will be filled landward of the proposed bulkhead.-- Some short term turbidity will occur during construction, however, this should be retained within the canal system and not enter Chocowinity Bay. Planning for a better environment (919) 441-0239 MEMORANDUM Regarding: Twin Lakes Camping Resort & Yacht Basin CAMA major development permit application Twin Lakes Camping Resort & Yacht Basin is an existing business established along a man made canal and Chocowinity Bay in Beaufort County, NC. The 313 campsite area is occupied by campers which are serviced by a private well and on site sewage disposal system as shown on the attached plat. The focus of this CAMA major development application is on the area known as Paradise Island which encompasses 122 of the campsites. The CAMA major development permit application requests authorization to construct a boat ramp, bulkhead, pier realignment and temporary campsite boat docks. The attached plat shows the location of the proposed double lane boat ramp with a pier in between to facilitate access to the boats. The proposed pier r alignment is simply to replace an existing pier with a pier alignment for better access and use. Proposed bulkheading along the interior canals is to abate shoreline erosion. Because of the extensive amount of bulkheading, it is anticipated that there will be some temporary disruption of the guest's ability to access their boat. Typically the camping guest moor their boat against the unbulkheaded shoreline. During the course of construction, a temporary campsite boat dock would be available to each of the guests upon their request so that continued use of their facility would be possible. Attached you will find a plan for that temporary campsite boat access. The proposed improvements will allow alignment of the boat ramp in a location which will facilitate its safe use, a pier realignment which will facilitate better access, and bulkhead construction along the interior canals for shoreline stabilization. None of the activities will result in an expansion of the use of this facility as currently operated. P.O. According to said application, Twin Lakes Camping Resort and Yacht Basin proposes to construct approximately 2,870' of bulkhead around Paradise Island, construct two concrete boat ramps, construct temporary mooring piers, and re- align an existing 64' long pier.
