Ms. Jessica Silver with the Buncombe County Health Department was also present. School began this week; the WWTP could be in transition due to this start up. According to the ORC logbook; soap was present in the EQ on 6/28/2019 and 7/10/2019, the digester was pumped on 7/3/2019. Aeration Basin settleability --25%. D.O. 1-1.5 mg/l. Secondary Clarifier blanket at —4.5' of 9'. WWTP was discharging during the time on site; it was slightly discolored tan and had some foam present. The foam did not persist in the stream but was observed as slightly more than a trace at the outfall. Safety remains an issue at this WWTP. The manhole associated with the effluent pipe has been fixed.
