Ms. Jessica Silver with the Buncombe County Health Department was also present. School began this week; the WWTP was possibly in transition due to this start up and the ORC stated to Ms. Wiggs on the phone that the effluent may appear cloudy. According to the ORC logbook; soap was present in the EQ on 6/20/2019 and 6/25/2019, the digester had been pumped on 7/3/2019. During the inspection: Aeration Basin settleability —35%. Secondary Clarifier blanket at —2' of 8'. WWTP was not discharging during the time on site.
