The Application provides adequate assurance that the discharge of fill material into the waters of Blounts Creek in conjunction with the proposed development in Beaufort County will not result in a violation of applicable Water Quality Standards and discharge guidelines. Therefore, the State of North Carolina certifies that this activity will not violate Sections 301, 302, 303, 306, 307 of PL 92- 500 and PL 95-217 if conducted in accordance with the application and conditions hereinafter set forth. Condition(s) of Certification: That the activity be conducted in such a manner as to prevent significant increase in turbidity outside the area of construction or construction related discharge (50 NTUs in streams and rivers not designated as trout waters by DENI; 25 NTUs in all saltwater classes, and all lakes and reservoirs; 10 NTUs in trout waters). Violations of any condition herein set forth. shall result in revocation of this Certification. This Certification shall become null and void unless the above conditions are made conditions of the Federal 404 and/or Coastal Area Management Act Permit. This Certification shall expire upon expiration of the 404 or CAMA permit. If this Certification is unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) day ss following receipt of this Certification. PROJECT SUMMARY: The applicant is proposing to construct a bulkhead, pier with attached boathouse, and a boatramp. PAUL SORKO-RAM Beaufort County Environmental setting The applicant owns a 171.7 acre tract of land adjacent to Blounts Creek and Little Creek off of SR 1115 near Cotten Patch Landing in Beaufort County. The elevation of the property varies from 0' to ±25' above the NWL, and it is vegetated mainly with mixed hardwoods and pines. Wetland vegetation, both coastal wetlands (marsh) and wooded swamp, enter the property along several unnamed guts off of Blounts Creek. Much of the shoreline near the NWL is vegetated with pines and myrtles and a few clumps of Juncus roemerianus. One natural feature to the property is a peninsula which has been historically connected to the reminder of the property by a ± 12' wide mixed wetland, highground area. The DCM issued Major Development Permit No. 108-94 to Mr. Sorko-Ram to upgrade the connection so that the area can be transversed by vehicle. This project has now been completed. Also ongoing on the property are various road construction projects. These have approved sedimentation and erosion control plans from the DLR. Also existing on the north end of the peninsula is a pier with a T- shaped platform at the waterward end. Project proposal The applicant is proposing the following: (1) The construction of a guest house on the peninsula and a main house on the mainland portion of the property. The two dwellings will be served by a septic tank sewage disposal system. See attached letters from the Beaufort County Health Department. (2) To continue to develop the road system to the two dwellings. (3) The construction of 860' of bulkhead around the peninsula. The bulkhead will average 3.19' beyond the NWL and will be 9.0' at the furthest point. The bulkhead will be backfilled with material from an upland source. (4) The construction of a 60' long by 5' wide access pier attached to which will be a 32' long by 24' 6" opensided boathouse on its south sid-. This structure will be constructed on the north side of the peninsula in Little Creek, a tributary of Blounts Creek. (5) The construction of a 25' long by 20' wide concrete boatramp. The ramp will be placed on the east side of the causeway leading to the peninsula in Blounts Creek. Site preparation will occur prior to the placement of the ramp by the excavation of a 30' long by 20' wide area to obtain proper sloping and to obtain a 3.0' water depth at the waterward end of the ramp. i Paul Sorko-Ram Beaufort County Page 2 Environmental impact If the project is conducted as proposed, the following environmental impacts will occur: (1) ±2,743.3 sq. ft. open water area landward of the proposed bulkhead will be filled. (2) ±600 sq. ft. of area beyond the NWL of Blounts Creek will be excavated to obtain proper sloping of the boatramp. (3) ±1,237.2 sq. ft. of open water area will be covered by piers and boathouse. (4) Some short term turbidity will exist during project construction. (5) No wetland vegetation will be excavated or filled. David L. I am building a guest house and a main house for personal use. My project consists of building a guest house, the main house, upgrading existing woods roads, building a small bridge or a causeway from the main land to a peninsula, installing bulkhead around the peninsula to stop the erosion, build a boat dock, boathouse, and a boat ramp. _The guest house will be built on the peninsula and the main house will be located on the mainland. I have filed for and received the following permits. (a) Soil control erosion permit; (b) CAMA major permit No. 108-94 to upgrade an old road leading to my peninsula. This permits consists of building retaining walls and a small bridge; (3) a general permit No. 12370, for the erection of a pier, dock and boathouse. I have already installed the pier and dock but after looking over the area where the boathouse was to be erected I felt that it would block the view of the natural beauty of the surrounding area. Because my property extend around and up Little Creek which is dead ended and not navigated extensively, I feel that it would be in everyone's best interest to change the location of the boathouse and put it on the west side of my peninsula were it would be out of the way and basically out of sight. It is my proposal to build a 24-foot by 32-foot boathouse with a 60-foot access dock. This 60-foot dock will allow me to get to water that is 3-foot deep at normal water tide. (Note detail drawing.) I am also proposing to install bulkheading around the peninsula to stop the erosion that is taking place. I also propose.to install a 20-foot wide by 30-foot long boat ramp off of the mainland. This ramp will require a small amount of sand removal from the creek bottom in order to get a four-foot depth. The depth now is two-foot at normal water level.
