Erosion and sedimentation control measures will be installed. Bridge demolition will include the removal of the bridge deck, bridge piers and the removal of the top portion of the bridge
abutments, leaving the footer and approbmately one foot of the masonry abutment to match the excavation elevation and temporary impacts to 152 linear feet to Big Bear Creek may
result from demolition. Portions of Big Bear Creek will be dewatered using impermeable dikes in order to access the bridge piers for removal in dry conditions. Bridge replacement
construction using heavy equipment from the upland roadway approaches. No deck drains are proposed on the bridge and runoff from the bridge will be routed to two traffic bearing
grated drop inlets on both sides of the roadway located to the north of the bridge and discharged to the stream floodplain downstream of the bridge. The proposed bridge will be built on
the same alignment with a temporary off -site detour.

31. Total stream and ditch impacts:

3j. Comments:
3i. Total temporary stream impacts:
334
The total of 152 linear feet (If) of temporary impacts which may result are associated with the demolition of the eAsting bridge (104 If) and the
overlapping dewatering impacts (82 If, 81 If and 19 If) for demolition activities. Temporary impacts to the two unnamed tributaries to Big Bear Creek
may result from demolition activities.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Replace bridge in -place was incorporated to minimize impacts. The bridge span length was extended to avoid impacts. Riprap protection of the bridge
abutments is being placed outside of the jurisdictional stream boundary of the perennial stream to avoid impacts. Work will be conducted from the
upland roadway approaches.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
NCDOT Best Management Practices for Construction and Maintenance Activities will be employed. Demolition and construction methods from the
upland roadway approaches will be used to minimize potential temporary demolition related impacts and avoid construction related impacts.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
r Yes r No
2b. If this project DOES NOT require Compensatory Mitigation, explain why:
Minimal temporary impacts of 104 linear feet to Big Bear Creek is proposed for demolition and the overlapping dewatering impacts of 82 If, 81 If and 19 If. No part of the stream bed will
be permanently impacted. The 33 linear feet of potential temporary impacts and 15 linear feet of potential temporary impacts to the two U.T.'s to Big Bear Creek may result from
demolition activities for a total of 152 If of temporary impacts.
F. Stormwater Management and Diffuse Flow Plan (required by DWR)
1. Diffuse Flow Plan
la. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules?
C Yes r No
If no, explain why:
Project is located in the Yadkin -Pee Dee River Basin and is not subject to NC Riparian Buffer Protection Rules.
2. Stormwater Management Plan
2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?*
r Yes r No
Comments:
Stormwater runoff from the proposed bridge will be routed to two traffic bearing grated drop inlets placed on both sides of the roadway north of the bridge and will discharge downstream
of the bridge. No deck drains will be required. Please see attached Stormwater Management Plan for details on the minimization of water quality impacts.
