Subject: Response to NOV-2019-LV-0607 for Bonlee School wastewater system

Dear Mr. Bolich and Mr. Zhang:
The referenced NOV (daily and monthly exceedance of BOD limits) resulted from a single effluent BOD
measurement of 28.9 mg/I from a sample taken on May 29, 2019. We note that the TSS measurement on
this day was also elevated (but not an exceedance) at 28 mg/I. It is unclear why the BOD and TSS results
were elevated relative to other measurements for this system, but we believe that the results are more
likely a function of sample collection than an actual performance issue with the system. The samples
taken immediately before and after the May 29`h sample were both below the detection limit of 2 mg/l.
We continue to proactively monitor this and other Chatham County Schools (CCS) wastewater systems
and take preventative and remedial actions as needed to ensure that permit conditions can be met and
that public health and the environment are protected. Accordingly, we respectfully request that the
penalty for this violation be waived.
