MARK FORESTIERI WAKE COUNTY FACILITIES DESIGN AND CONSTRUCTION PO Box 550 RALEIGhi, NORTH CAROLINA 27602 Subject: Notice of Violation NOV-2019-PC-0613 NPDES Wastewater Treatment System Bayleaf Fire Station No. COC No. NCG551416 Wake County Dear Mr. Forestieri: On August 20, 2019, Wake County Department of Environmental Services, on behalf of the Division of Water Resources, visited your NPDES wastewater treatment system to evaluate compliance with the above permit to discharge wastewater. Cory Brantley provided assistance, and on the day of the inspection all components were visually inspected and tested for performance. The system was producing clear and odorless effluent during the inspection. Effluent monitoring records were reviewed from April 2019 and resulted in the following permit condition violations which require your prompt attention (also refer to attached inspection report and laboratory report): 1) Effluent pH sampled on March 26, 2019 had a measurement of 5.4 standard units. Effluent pH must be maintained between 6.0 - 9.0_standard units. Limestone rocks were previously placed n recir ulati n line but wgrv, not present duringthe inspection. Please -investigate. 2) Effluent sampled on March 26, 2019 contained fecal coliform at concentration of 2,420 MPN/100 mL above the daily maximum and monthly average of 400/100 mL and 200/100 mL, respectively. The result exceeds the daily maximum concentration by 1,210%. Effluent concentrations of fecal bacteria exceed permitted limits due to lack of proper disinfection. Records review indicated two limit violations from previous effluent sampling event and appear to be recurring issues with low pH and poor disinfection. NOV will be issued. WCES!CL.
