Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The existing conditions onsite include an existing 54" x 60' CMP which conveys water of an Unnamed Tributary (UT) to Crane Creek beneath SR 1116 Pearson Road. The surrounding land use is primarily agricultural with some interspersed residential. 4b. Explain the purpose of the proposed project:* The purpose of the proposed project is to restore the conveyance of stream waters beneath SR 1116 Pearson Road through the existing 54" x 60' CMP which is currently obstructing by sediment. The pipe has been overwhelmed and the road partially washed out by multiple storm events, the most recent of which occurred on August 17, 2019 ( See Attached Pearson Road Photos). Inspections by NCDOT Maintenance staff indicate no damage to the existing crossline but that it is not conveying due to obstruction from sediment buildup. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project would involve the excavation of sediment that has built up in the stream channel upstream and downstream of the existing 54" x 60' CMP which conveys water beneath Pearson Road. The attached document titled " Aerial Imagery Timeline" includes Google Earth imagery from 1993, 2013, and 2018. It appears that upstream of the existing crossline pipe was excavated sometime around 2013 but the stream has since filled back in with sediment, indicating that there is a chronically accelerate rate of sediment accretion a this location. The sediment accretion is likely attributable to surrounding agricultural runoff. 4j. Please upload project drawings for the proposed project. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Project will not excavate to the extent that the upstream appeared to have been excavated to in 2013. The proposal is to excavate upstream and downstream only enough so that we are creating a gradual slope and restoring conveyance through the currently obstructed crossline pipe. Crossline will remain buried the required 1 foot. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Temporary sheetpile will be installed upstream and downstream of excavation area. Site will be dewatered via pump around and silt bag will be utilized to treat water from construction zone prior to it's entry back into the system. Project will strictly adhere to applicable permit conditions and implementation of sediment and erosion control BMPs in accordance with NCDOT BMP manual. v 2.
