Facility Summary: This permit is for the replacement of an existing septic tank and failed drain field.
Proposed upgrades include new septic tank, Advantex pod system, Uv treatment, and riprap. The proposed
flow for the 4 bedroom facility is 480 gal/day.
DHHS condemned current system as unsuitable for repair, and the site as unsuitable for surface or
subsurface treatment and disposal due to soil wetness, lack of space, and setback issues.
New system components:
- New Septic Tank with Effluent filter
- AdvanTex AX-20 RT Pod
- Recirculation pump chamber
- UV disinfection
- Discharge point with rip -rap
Stream and Outfall 001: The proposed discharge is to UT to Gap Creek, 7Q10=0.02 cfs.
Gap Creek: [10-1-23], Currently classified C;Tr:+ and is not impaired for any parameters.
New River Basin: + This symbol identifies waters that are subject to a special management strategy
specified in 15A NCAC 2B .0225 the Outstanding Resource Waters (ORW) rule, in order to protect
downstream waters designated as ORW.
15A NCAC 02B .0225 (c) Quality Standards for ORW. (1) Freshwater: Water quality conditions shall be
maintained to protect the outstanding resource values of waters classified ORW. Management strategies
to protect resource values shall be developed on a site specific basis during the proceedings to classify
waters as ORW. No new discharges or expansions of existing discharges shall be permitted, and
stormwater controls for all new development activities requiring an Erosion and Sedimentation Control
Plan in accordance with rules established by the NC Sedimentation Control Commission or an
appropriate local erosion and sedimentation control program shall be required to follow the stormwater
provisions as specified in 15A NCAC 02H A 000. Specific stormwater requirements for ORW areas are
described in 15A NCAC 02H .1007.
(rule for South Fork New River area is attached; does not apply, since this is not a new or expanding
discharge.)
EAA SUMMARY:
Connection to sewer: Nearest property with connection to sewer is 5.8 miles away. Installation of 5
miles of sewer line at $100/ft would exceed $2.5 million. No municipal or private sewerage to accept
waste.

Land Application: DHHS deemed site unsuitable for subsurface treatment and disposal due to soil
wetness, lack of space, and setback issues. AWT included a sizing calculation. A subsurface dripfeild
would need 6400 ft2, and only 433 ft2 is available after setbacks. A surface design encounters the same
issue.
Re -use system: plumbing infrastructure doesn't allow re -use in dwelling, no ability to act as bulk
distributor of reclaimed water
No viable combinations of above.
The operation permit for the failed subsurface system (Permit # 95917R) does not indicate a number of
bedrooms, but based on the 1000 Gallon septic tank size listed on the permit, it appears to have been sized
for 4 bedrooms. (15A NCAC 18A .1952 (b))
WSRO recommends issuance. (note: staff report says mx flow = 1000 gpd, but this refers to the NCG55
general permit, not this facility. Max flow for this facility is 480 gpd)
