Box 406 Mount Holly, NC 28120 SUBJECT: Mount Holly WWTP Site visit & meeting (August 20, 2019) Aeration basin failure Gaston County Dear Mr. Johnson, Thank you for the opportunity to tour the Mount Holly WWTP site and the subsequent discussion on Tuesday, August 20, 2019. This correspondence is being provided to summarize the visit and meeting in order to determine an appropriate path forward with respect to the Aeration Basin #3 failure and its subsequent decommissioning. term: The Division of Water Resources requests that the following items be addressed in the near 1. Complete an evaluation of the failed Aeration Basin #3 to determine precisely the type of bottom that currently exists (ie: concrete, bentonite clay, etc); 2. Complete an engineering evaluation of the earthen embankment between the river and the basin to determine its structural integrity; 3. Complete an economic analysis for removal of solids now versus at time of site decommissioning; 4. Provide this information to the Mooresville Regional Office for evaluation. Following the completion of the items above, it will be necessary to meet again to determine (1) the appropriate path forward based on the facts obtained from the evaluations noted above, and (2) whether or not additional evaluations may be necessary. Contained in this correspondence, specifically Item #6, is information directly related to the removal of the solids in Aeration Basin #3 subsequent to its failure. The information in red font confirms the concerns we expressed during our visit on August 20, 2019 relative to potential ground and surface water impacts resulting from the basin wall failure.
