Army Corps of Engineers 151 Patton Avenue, Room 208 Asheville, NC 28801-2714 0 Dominion Energy° Subject: Agent Authorization Letter Dominion Energy North Carolina - M-64 Natural Gas Pipeline - Phase III McDowell County Dear Ms. Fuemmeler: Vaughn & Melton Consulting Engineers has been retained by d/b/a Dominion Energy North Carolina (PSNC Energy) to survey, design, conduct environmental evaluations, obtain right of way, and permit approximately 39 linear miles of 12 -inch coated steel natural gas transmission pipeline and approximately 7,400 linear feet of 8 -inch steel natural gas distribution main in Rutherford and McDowell counties. The pipelines will be installed by a combination of existing easement, NCDOT encroachment and new pipeline easement/right of way. The project corridor is approximately 50 -feet wide. The proposed project is planned in three phases and each phase has independent utility as determined by the USACE during our meeting conducted on December 20, 2017. Phase III begins at the new regulator station at the terminus of Phase lI B at the intersection of Old US 221 and Ashworth Road and proceeds in a westerly direction along NCDOT right of way along Ashworth Road to the intersection of I-40, then along 1-40, then across 1-40 cross country behind the Wal-Mart Shopping Center to Mill Road, then along Mill Road to the intersection of Sugar Hill Road, then along Sugar Hill Road to the intersection of Veterans Drive, then along Veterans Drive to the dead end and then cross country in a northerly direction to Old Greenlee Road, then along Old Greenlee Road to the end of the project at a new regulator station connecting into the existing main M -Line near the Catawba River. The completion of Phase III will tie the transmission, distribution systems together between Forest City and Marion and provide low cost energy alternatives to many new potential customers along this 6.75 -mile route. As part of this project, PSNC will be submitting a Pre -Construction Notification (PCN) seeking authorization under Section 404 Nationwide Permit 12 and Section 401 General Water Quality Certification No. 4133 for impacts to jurisdictional features associated with this project. For this effort, Dominion Energy North Carolina authorizes Mark S. Davis, Environmental Specialist, with Vaughn & Melton Consulting Engineers, to act on our behalf and take all actions necessary for the processing, issuance, and acceptance of this permit.
