HomeMy WebLinkAboutNCS000250_NCDOT Audit Info Request_20190826 August 26, 2019 North Carolina Department of Transportation Attn: Andrew McDaniel, PE 1590 Mail Service Center Raleigh, NC 27699-1590 Subject: COMPLIANCE AUDIT – DOCUMENTATION REQUEST NC Department of Transportation NPDES MS4 Permit No. NCS000250 Statewide Permit Dear Mr. McDaniel: The Department of Environmental Quality (DEQ) will be performing a National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit Compliance Audit for the subject permit on September 23 – 25, 2019 from 8:30 am to 4:30 pm each day. The audit is expected to take at least three (3) full days. The preliminary agenda is provided below. Please note that DEQ staff have pre-inspected multiple NCDOT maintenance facilities and construction sites statewide prior to the audit. These inspection results and the below requested documentation will inform the full scope of the audit, and a more detailed final agenda will be provided closer to the audit date. It is expected that NCDOT staff will provide a brief presentation regarding the implementation of each permit component prior to a detailed compliance discussion of each. Please ensure that appropriate staff are available to present, answer questions and provide any necessary documentation for each permit component. In addition, it is recommended that senior management be invited to the closing conference on the final day of the audit, which will occur at 4:00 pm. Preliminary findings will be presented and any necessary additional documentation will be requested at that time. Day 1: Introduction to the Audit Process Stormwater Program Administration/Management Construction Post-Construction Controls (starting with MS4 Inventory & Prioritization) Day 2: Post-Construction Controls Continued Illicit Discharge Detection & Elimination Program Industrial Facilities Day 3: Industrial Facilities Continued Education & Involvement Program Research Program Closing Conference/Preliminary Findings (4:00 pm) Please submit the following permit information to DEQ within seven (7) calendar days: • Current Stormwater Management Plan (SWMP) • Most recent Annual Report • Organizational Chart, including responsible parties for each permit component • Formal agreements with any outside entities that implement MS4 Program components All submitted documentation will become a permanent record of the compliance audit. Additional information may be requested by DEQ prior to, during and/or following the compliance audit. Please also arrange for an appropriate meeting room in Raleigh that will accommodate NCDOT staff, four staff members from DEQ, and access to any electronic tools routinely utilized to implement the MS4 Program (e.g. databases, GIS, etc.).
