walkway and install utilities for a proposed 6-lot residential subdivision on the ocean
front.

9. PROTECT DESCRIPTION
The proposed Summersill Shores Subdivision is located on Highway 210, just east of 2nd
Avenue and across the highway from Heron Cay Condominiums in North Topsail Beach, North
Carolina. The tract owned by the applicants is approximately 2 acres in size. Ms. Armstrong
and Ms. Morrison plan to construct a private drive, a 4' wooden walkway to the beach and
install a sewer main to serve the lots. The private drive will provide access to the proposed
ocean-front lots from U.S. Highway 210. The proposed drive will be approximately 16' wide
by 220' long. A building envelope has been established for each of the 6 lots and is depicted
on Sheet 1 of 4 of the plans. The applicants do not intend to build houses, but will sell these
lots to others desiring to build. The structures could therefore be either single family or duplex
units.
The first line of stable vegetation on the oceanfront has been determined and surveyed in on the
site plan. There are no primary dunes on the tract. A man-made or pushed-up dune is in place
just landward of the beach. Landward of the pushed-up dune is an old roadbed that is
completely vegetated. A natural dune is located farther landward of the roadbed. The building
setback from the first line of stable vegetation is 90 feet, based upon an erosion rate of 3 feet
per year.
The area to be developed is a sand flat with little topography. It is vegetated primarily with
American Beach Grass (Ammophila breviligulata), Sea Oats niola aniculata , Pennywort
(Hydroco le bonariensis , Yucca uc a aloif lia , and Prickly Pear Cactus (Qpuntia
drummondii).
The property is zoned R-5 by the Town of North Topsail Beach and is classified as Limited
Transitional by the Land Use Plan. A stormwater control plan was required by the Division of
Environmental Management and is under review.
The 5' wooden walk access shown on the site plan is an existing structure providing passage
over the sand and the dune for the residents of the Heron Cay development. A portion of this
existing structure may have inadvertently been built on the applicant's property. The beach
access proposed by the applicants would be located within the 10' wide public beach access
easement shown on the site plan between lots 5 and 6.
10. ANTICIPATED EM PACTS
Adverse impacts include increased impervious surface over the tract, loss of native vegetation,
and increased foot traffic during and after construction.

NARRATIVE DESCRIPTION
SUMMERSILL SHORES SUBDIVISION
The Summersill Shores Subdivision is a proposed 6 Lot
Residential Subdivision to be located on an oceanfront tract
adjacent to Hwy 210 in North Topsail Beach. The tract is located
165 feet East of 2nd Avenue and 2.6 miles West of the intersection
of Hwy 210 and N.C.S.R. 1568. The total tract area is approximately
2.0 acres.
Portable water service to the project will be provided by
individual water service connections to the Onslow County Water Main
existing along Hwy 210. No State Permit is required for this
service connection.
Wastewater will be collected by gravity collector mains and
pumped to the existing sewage force main along Hwy 210 operated by
the North Topsail Water and Sewer Company. Permits are pending for
the sewer construction.
There is an existing private five foot wooden walkway located
adjacent to the Eastern Boundary of the property. A 10 foot Public
Beach Access Easement with a 4 foot wooden walkway and dune
crossover is proposed as part of this project between lots 5 and 6.

NARRATIVE DESCRIPTION
SUMMERSILL SHORES SUBDIVISION
The Summersill Shores Subdivision is a proposed 6 Lot
Residential Subdivision to be located on an oceanfront tract
adjacent to Hwy 210 in North Topsail Beach. The tract is located
165 feet East of 2nd Avenue and 2.6 miles West of the intersection
of Hwy 210 and N.C.S.R. 1568. The total tract area is approximately
2.0 acres.
Portable water service to the project will be provided by
individual water service connections to the Onslow County Water Main
existing along Hwy 210. No State Permit is required for this
service connection.
Wastewater will be collected by gravity collector mains and
pumped to the existing sewage force main along Hwy 210 operated by
the North Topsail Water and Sewer Company. Permits are pending for
the sewer construction.
There is an existing private five foot wooden walkway located
adjacent to the Eastern Boundary of the property. A 10 foot Public
Beach Access Easement with a 4 foot wooden walkway and dune
crossover is proposed as part of this project between lots 5 and 6.

from the Ocean Isle Beach Fire Department property, adjacent to Eastern Channel, for water rescue
team training and boat dockage.

9. PROJECT DESCRIPTION
The project area is the Ocean Isle Beach Fire Station property located at 2 West Third St., Ocean Isle Beach,
in Brunswick County, North Carolina. The property is adjacent to the eastern end of Eastern Channel, which
runs the length of the backside of the western half of the island, between the Ocean Isle Beach bridge causeway
and Tubbs Inlet. The fire station is the only structure on the site, and there is an existing bulkhead along the
property's shoreline. Waterward of the bulkhead there is a border of coastal wetlands, 20-30 feet wide,
consisting primarily of Smooth Cordgrass (Spartina alterniflora). Along the base of the bulkhead, the smooth
cordgrass marsh is intermixed with Sea Lavender (Limonium, spp.), Sea Ox-eye (Borrichia frutescensl, and
Salt Meadow Grass (Spartina patens). Eastern Channel is approximately 200 feet wide in the project area, and
is classified as SA by the N.C. Division of Environmental Management. This area of Eastern Channel is
CLOSED to the harvest of shellfish, and is not considered primary nursery area by the N.C. Division of
Marine Fisheries.
The Town proposes to construct a pier to provide dockage for watercraft utilized by the Ocean Isle Beach
Water Rescue Team. The pier would be 45 feet long and 6 feet wide, with a floating dock, 20 feet long and
8 feet wide, at it's waterward end.
10. ANTICIPATED IMPACTS
The floating dock would occupy 160 square feet of public trust and estaurine waters. The pier would shade 150
square feet of coastal wetlands, but, provided the pier is adequately elevated above the vegetation, no adverse
impacts are expected. There will be some short-term turbidity associated with piling installation, as well as,
some trampling and initial loss of vegetation during construction, but again, no long-term impacts are
anticipated. The project would provide permanent dockage for rescue team watercraft and personnel training.
