This type of inspection consists of two basic parts: an in-office file review and an on-site inspection of the treatment facility. The attached EPA inspection form notes the areas that were evaluated for this inspection. The findings and observations are outlined below: Permit The NPDES permit became effective February 1, 2016 and expired on April 30, 2019. Self-Monitoring Program The monthly self-monitoring reports were reviewed for the period of August 2018 through June 2019. The facility was in complete compliance for the above review period, except for a daily pH in January 2019. Flow Measurement The flow meter was calibrated on February 18, 2019. Sludge Handling and Disposal Sludge is wasted to the sludge holding tanks (two abandoned anaerobic digesters). Our office strongly recommends that the City of Lexington improve its residual solids management plan so that the proper amount of sludge can be wasted from the secondary process. Operations and Maintenance The system appeared to be clean and well kept. With the exception of the residual solids disposal issues, no problems were noted. Records and Reports All records and reports appeared to be very thorough and complete. Effluent/Receiving Waters ' The effluent discharges into Abbotts Creek, Class WS-V and B waters in the Yadkin—Pee Dee River Basin. The effluent appeared to be very clear on the day of the inspection.
