It is a direct violation of your approved plan to initiate
any land disturbing activities PRIOR to holding a
scheduled Pre -Construction Conference (Pre -Con). To
prepare for this Pre -Con fallow these steps:
1. Complete and submit an electronic Notice of Intent
(NOI) farm requesting a Certificate of Coverage
(COC under the NCG010000 Construction
Stormwater General Permit. See attached approval
letter for link to apply.
2. Receive your COC within 3 business days from
DEMLR. (Email a copy of the COC to Danielle
Rudisill: drudisill lincolucount .or )
3. Contact our office at 704-736-8501 to schedule your
Pre -Construction Conference prior to any land
disturbance. (A pre -con cannot be scheduled
without first obtaining a COC from DEMLR) Your
copy of the approved plan and grading certificate
will be delivered to you and/or your grader onsite
at the meeting.

This office has reviewed the subject Soil Erosion and Sedimentation Control Plan, We find the plan to be acceptable
and hereby issue this Letter of Plan Approval. If any modifications, performance reservations, or recommendations are
applicable, a list is enclosed and incorporated as a part of this letter of approval. If any modifications are not
incorporated into the plan and implemented in the field, the site will be in violation of the Soil Erosion and Sedimentation
Control Ordinance of Lincoln County. This plan approval shall expire two (2) years following the date of approval, if no
land -disturbing activity has been undertaken, as is required by Lincoln County Soil Erosion and Sedimentation Control
Ordinance Section @(b).

Title 15ANCAC.4B.8118(a)and the NCGO1 permit require that the following documentation bekept onfile otthe
job site:
i.The approved E&SC plan aswell emany approved deviation.
2. The NCG81 permit and the COC. once it is received.
3. Records nfinspections made during the previous 30days.
Also, this letter gives the notice required by G.S. 11 3A-61.1 (a) and Lincoln County Soil Erosion and Sedimentation
Control Ordinance Section 11 (f) of our right of periodic inspection to insure compliance with the approved plan.
Lincoln County's Soil Erosion and Sedimentation Control Ordinance is performance -oriented, requiring protection of
existing natural resources and adjoining properties. If, following the commencement ofthis project, the Soil Erosion and
Sedimentation Control Plan isinadequate Vomeet the requirements ofthe Sedimentation Pollution Control Act af1973
(North Carolina General Statute 11 3A-51 through 66) and Lincoln County Soil Erosion and Sedimentation Control
Ordinance Section 9(d), this office may require revisions to the plan and implementation of the revisions to insure
compliance with the Act.
Acceptance and approval of this plan is conditioned upon your compliance with, Federal and State water quality
laws, regulations, and rules. In addition, local city or county ordinances or rules may also apply to this land -disturbing
activity. This approval does not supersede any other permit orapproval.
Please note that this approval is based in part on the accuracy of the information provided in the Financial
Responsibility Form, which you provided, You are requested to file an amended form if there is any change in the
information included onthe form.
