This inspection was conducted to verify that the facility is operating in compliance with the deemed requirements of 15A NCAC 02T .0403. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Please respond in writing to this office within 30 days of your receipt of this letter regarding your plan to address the gravity line laying on the streambed of Blue Creek and a deadline to complete. Our office became aware of this line in July 2018 and notified you via certified letter in August 2018 of the need to address it. We understand that several portions of your sewer system in this area will have to be relocated within the next few years for roadway widening. Thus we are not looking for a complete replacement to current requirements, but that interim measures be put in place to help reduce the likelihood for failure. Such measures should have already been implemented given it's been a year. The main outstanding item or issue is addressing the gravity line crossing of Blue Creek in a temporary manner until relocated or abandoned and ideally ASAP to avoid a failure due to excessive creek flow or flooding. Other items are clearing the right-of-way for the Gateway PS force main again & the gravity line leading to the Blue Creek crossing and correcting a few minor pump station issues noted in the report. The line and downstream pump station nearby will be relocated in the next couple of years due to a roadway widening project requiring it to be moved. In the interim, the line needs to be supported on the downstream side to avoid it separating before that occurs. Need to develop a plan to inspect the entire system annually for leaks/damage and document it. Need to document any complaints/issues reported by the sewer users and address reoccuring issues/areas.
