On July 3, 2019, Cheng Zhang of the Raleigh Regional Office (RRO) Division of Water
Resources conducted a Compliance Evaluation Inspection of the subject facility. The assistance
and cooperation of Mr. David Parker and Mr. Britt Pate were very helpful and appreciated. A
checklist of items is enclosed with this letter. During the inspection the following items were
noted:
1.) Permit was renewed and became effective on May 24, 2018. Govenors Club collection
system is CIass 2 collection system (CS-2). It has approximately 3.5 miles of gravity sewer
and 21.4 miles of pressure sewer, 784 simplex pump stations that discharge to a pressure
sewer and serve a single building, and eight duplex pump stations.
2.) Aqua North Carolina had developed and implementing a company -wide Capital
Improvement Plan (CIP), which covers the collection system. The plan covers a period to
2024.
3.) Aqua North Carolina maintains a system map for the collection system. The following
components need to be added to the map: flow direction, pipe sizes, pipe materials,
approximate pipe age, and Clubhouse Pump Station location.
4.) The facility has a grease educational program. Grease educational materials are sent to all
customers with bills Quarterly. The grease trap/interceptor at the Clubhouse needs to be
inspected regularly to ensure the operation is in compliance with Aqua North

Carolina's Company -Wide Wastewater Rule on Fats, Oils, and Greases. Such
inspections need to be documented.
5:) All duplex pump stations are equipped with SCADA. Pump stations are inspected by staff
based at the WWTP. All eight pump stations were visited during the inspection. Pump station
inspection records were kept at each station. Alarms and SCADA were tested and found
functional.
6.) A review of records and logbooks indicate the following;
a. Records are maintained adequately for sewer line maintenance and cleaning,
about 3847 feet of gravity sewer lines were cleaned in 2018.
b. There has been one reportable Sanitary Sewer Overflow (SSO) since the last
inspection, press releases were issued and kept in record.
7.) Company -wide Response Action Plan for SSO was updated on March 1, 2019.
