Treatment Plant & Collection System Description:
The Moore County Water Pollution Control Plant(WPCP) is located at 1094 Addor
Road in Aberdeen,North Carolina and operates under Permit No. NC0037508. The
facility is currently permitted to treat 10 MGD. Flow entering the plant passes through
1 of 2 bar screens to the raw sewage influent pumps that transport the wastewater up to
the grit removal units. Treatment is accomplished by splitting the flow between 3 trains,
each consisting of a primary clarifier, 1st stage aeration basins, intermediate clarifier,
2nd stage aeration basins and a final clarifier. All flow then passes through sand
filtration followed by UV disinfection. The treatment plant uses a biological treatment
process to remove pollutants in the wastewater that can potentially be harmful to the
environment and to the receiving stream. The facility uses anaerobic digestion to treat
the sludge removed from the wastewater treatment process. The method used to dry
sludge is belt filter press;the dried sludge is hauled to a landfill. These processes are
maintained by operators certified by the State of North Carolina and are inspected
annually by the North Carolina Department of Environment Quality(NCDEQ).
Reports are submitted monthly to NCDEQ that contain all the results of testing done on
the incoming raw wastewater and treated water discharged from the plant.
The treated water is discharged from the facility into Aberdeen Creek in the Lumber
River Basin. The wastewater enters the facility from an interceptor sewer, a collection
system that is made up of approximately 15 miles of gravity sewer lines that is capable
of handling 32 MGD. This interceptor system receives wastewater from the collection
systems of the following municipalities: Aberdeen, Carthage, Pinebluff,Pinehurst,
Southern Pines and Vass. The WPCP facility also receives flow from Camp MacKall
via force main that discharges directly into the WPCP raw sewage pump station. As
part of this interceptor system,there are 19 flow monitoring stations that record flow
information for bulk billing purposes to the municipalities.

Moore County Public Utilities (MCPU) is also responsible for the Pinehurst Collection
system. All together the interceptor and Pinehurst collection system consist of 28 miles
of force mains,207 miles of gravity lines, and 43 pumping stations.

Moore County Public Utilities had a discharge of untreated wastewater from Lift Station 3-4
located at 2188 Longleaf Drive West in Pinehurst,North Carolina on September 16,2018,of an
estimated 70,500 gallons. The spill was due to Severe Natural Conditions(Hurricane
Florence). The spill was reported on September 16,2018 at 8:22 p.m. and continued for
approximately 22 hours while repairs were made.The untreated wastewater entered an
unknown tributary to Horse Creek.This notice was required by North Carolina General Statutes
Article 21,Chapter 143.215C. The NCDEQ was notified of the event on September 20,2018

Moore County Public Utilities had a discharge of untreated wastewater from Lift Station 10-3
located at 60 Sugar Gum Lane in Pinehurst,North Carolina on September 16,2018,of an
estimated 125,000 gallons.The spill was due to Severe Natural Conditions(Hurricane
Florence).The spill was reported on September 16,2018 at 10:05 p.m. and continued for
approximately 3 hours while repairs were made.The untreated wastewater entered Pinehurst
Lake a tributary to Horse Creek.This notice was required by North Carolina General Statutes
Article 21, Chapter 143.215C. The NCDEQ was notified of the event on September 20,2018

Moore County Public Utilities had a discharge of untreated wastewater from Manhole MS-2-54
located at 85 Surry Circle North in Pinehurst,North Carolina on September 19,2018, of an
estimated 300 gallons.The spill was due to debris in the line.The spill was reported at 1:00
p.m.and continued for approximately 1 hour while repairs were made. The untreated
wastewater entered Aberdeen Creek. This notice was required by North Carolina General
Statutes Article 21, Chapter 143.215C. The NCDEQ was notified of the event on September

The Water Pollution Control Plant was non-compliant for BOD and NH3 for the month
of September 2018 and the fourth week of the month. The BOD monthly average was
5.8 mg/L which exceeded the permit monthly average of 5.0 mg/L. The weekly BOD
average was 12.0 mg/L which exceeded the weekly limit of 7.5 mg/L.
The NH3 monthly average was 1.2 mg/L which exceeded the permit monthly average
of 1.0 mg/L. The NH3 weekly average was 5.2 mg/L which exceeded the weekly limit

of 3.0 mg/L. These non-compliance issues were due to Hurricane Florence. The lab was
closed for 3 days due to localized flooding and the plant had excessive flow due to the
amount of rainfall in the area.
October 2018
Moore County Public Utilities had a discharge of untreated wastewater from a Force Main
located at 285 Sugar Gum Lane in Pinehurst,North Carolina on October 29,2018,of an
estimated 21,000 gallons.The spill was due to Pipe failure.The spill was reported at 11:00 a.m.
and continued for approximately 31/2 hours while repairs were made.The untreated wastewater
entered Pinehurst Lake a tributary to Horse Creek.This notice was required by North Carolina
General Statutes Article 21,Chapter 143.215C. The NCDEQ was notified of the event on

November 2018
Moore County Public Utilities had a discharge of untreated wastewater at 100 Gingham Lane in
Pinehurst,North Carolina on November 27,2018, of an estimated 200 gallons.The spill was
due to roots in the line. The spill was reported on November 27,2018 at 9:45 a.m. and
continued for approximately 1 hour while repairs were made.The untreated wastewater
entered an unknown tributary to Pinehurst Lake tributary to Horse Creek.This notice was
required by North Carolina General Statutes Article 21,Chapter 143.215C. The NCDEQ was
notified of the event on November 27,2018 at 2:30 pm. For more information contact Moore

December 2018
Moore County Public Utilities had a discharge of untreated wastewater from Lift Station 10-3
located at 60 Sugar Gum Lane in Pinehurst,North Carolina on December 23,2018,of an
estimated 1,000 gallons.The spill was due to Pump Station equipment failure.The spill was
reported on December 23,2018 at 6:15 p.m. and continued for approximately 1 hour while
repairs were made. The untreated wastewater entered Pinehurst Lake a tributary to Horse
Creek.This notice was required by North Carolina General Statutes Article 21, Chapter
143.215C. The NCDEQ was notified of the event on December 24,2018 at 1:21 pm. For more

Moore County Public Utilties had a discharge of untreated wastewater from Lift Station 4-1
located at 486 Sandhills Circle in Pinehurst,North Carolina on February 2, 2019,of an
estimated 500 gallons.The spill was due to Pipe failure. The spill was reported on February 2,
2019 at 5:30 p.m. and continued for approximately 4'/2 hours while repairs were made.The
untreated wastewater entered an unknown tributary to Nicks Creek. This notice was required by
North Carolina General Statutes Article 21,Chapter 143.215C. The NCDEQ was notified of

Moore County Public Utilities had a discharge of untreated wastewater from a Force Main
located at 285 Sugar Gum Lane in Pinehurst,North Carolina on February 19,2019 of an
estimated 8,500 gallons.The spill was due to Pipe failure.The spill was reported at 12:00 p.m.
and continued for approximately 2 hours while repairs were made.The untreated wastewater
entered Pinehurst Lake a tributary to Horse Creek. This notice was required by North Carolina
General Statutes Article 21,Chapter 143.215C.The NCDEQ was notified of the event on

March 2019

April 2019
The Water Pollution Control Plant was non-compliant for BOD for the month of April
2019 and the third week of the month. The BOD monthly average was 5.3 mg/L which
exceeded the permit monthly average of 5.0 mg/L. The weekly average was 8.0mg/L
which exceeded the weekly limit of 7.5mg/L. This was believed to be due to
maintenance on the UV system. In the future, maintenance will be done during the
winter months.
May 2019

June 2019
The Water Pollution Control Plant was non-compliant for BOD for the month of June
2019 and the fourth week of the month. The BOD monthly average was 5.58 mg/L
which exceeded the permit monthly average of 5.0 mg/L. The weekly average was 8.2
mg/L which exceeded the weekly limit of 7.5mg/L. This was believed to be due to plant
upset due to polymer issues in the solids handling process.

Moore County area, and a Public Notice will be placed at the Moore County Public
Works Building. This notice will inform all users and/or customers of the Moore
County Water Pollution Control Plant that a report on the performance of this facility is
available for their review. A copy of the report will be posted on the Moore County
website or may be picked up at the Moore County Department of Public Works located
