L YON STATION RD, STE 102 PO BOX 361 CREEDMOOR, NC 27522 919-625-7368 Please find below responses to the comments provided on August 91", 2019 for the SILER SCHOOL SQUARE (Permit# SWS190701) in bold green italics: 1. The project site is located within 5 miles of Siler City Municipal Airport (SCR). Please correct the application and verify that all relevant rules and regulations are adhered to (Section II, 5). Application updated. 2. It appears, from the provided letter from Dan LaMontagne, that the applicant will become the owner of the project (Making the applicant a purchaser). Please correct Section III, 1.c to reflect this and include a pending sales agreement. Property has been conveyed to the applicant since the original applicant was submitted. Application has been revised accordingly. 3. Since the project is high density and there is only one proposed SCM, the total number of drainage areas should be 1. Please revise (Section IV, 9). The total number of drainage area has been changed to 1. 4. Please include the stream name and classification for the drainage area. Please also remove the extraneous drainage areas (Section IV, 10). The total drainage area was changed to 1. The stream and classification for the drainage are were also included. S. Please include the original, signed and notarized O&M Agreement (Section V). The original, signed and notarized O&M Agreement is now included with these revisions. 6. Please provide a delineation of the existing BUA, similar to the proposed BUA delineation included in the stormwater management (Section VI, 7). Pre -Development Impervious Map now provided. 7. Please provide details of the proposed SCM in the plan set (Section VI, 8.1). The Filterra- specific MDCs cannot be verified based on the provided information. Detail of Filterra has been provided. 8. Please delineate the wetlands on the plans or provide a note stating that no wetlands exist. Provide documentation of the qualifications and identity of the individual who made this determination (Section VI, 8, m). 19-023 — Siler Square Apartments (SW5190701) 2537 E. Please show the drainage area to the SCM on the plans (Section VI, 8, o). Please also show the off -site contour lines so the off -site drainage area may be verified. Drainage Area for the SCM has been shown. Additional Mapping with GIS Topo and Google Street View provided to confirm mapping of SCM DA. 10. Please include a soils report based on an actual site visit showing the seasonal high-water table elevation for the area where the SCM is proposed (Section VI, 9). According to the borings shown on sheet C-1.6, the boring log B-2, B-3, and B-9 do not record or shown any indication of groundwater. The boring log B-3 being the closest to the filterra has been included with the resubmittal along with the boring map. 11. Please provide riprap sizing calculations showing that the discharge point downstream of the outlet of the SCM is stable during the 10-year storm (General MDC 4). Rip Rap outlet protection calculations now shown for the final discharge point from the storm drainage system that the SCM discharges to. These items previously required for Erosion Control and NCDOT review/approval and provided in accordance with their standards. 12. Please include a maintenance access and easement for the proposed SCM (General MDC 8 & 9). The easement should be shown on the plans. Easement now shown on Sheet C 1.6. 13. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: https://edocs.deg.nc.gov/Forms/SW Proiect Submittal Revisions provided per the request.
