After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 2665. This certification allows you to use Nationwide Permit Number 13 when it is issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. PROJECT SUMMARY: The applicant proposes to construct ±983' of bulkhead around Veteran's Park of which on ±240', a 10' wide boardwalk will be constructed over the river. Approximately 405' of riprap is proposed adjacent the existing Typha. son. marsh to be placed at the elevation of the adjacent wetland. A series of lighted walkways are proposed in the park. Tyrrell County Veteran's Park Project setting Veteran's Park is located on the west side of the Scuppernong River adjacent to the north side of the US 64 bridge at Columbia in Tyrrell County, North Carolina. The park is approximately 1.5 acres and is 1 to 2 feet above mean sea level. The project site is a triangle which is bordered by bridges on two sides. The property is vegetated with lawn grasses, pines, ornamental shrubs, wild rice, and several willows and live oaks. The portion of the property located at the west end at the junction of the two bridges is vegetated with Typha W. which has been mowed. Existing development onsite the project site includes a gazebo, small parking lot (< 10 parking spaces), pier with T-head, riprap, monument area with a flag pole, and an access ramp to the pedestrian walkway adjacent US 64 over the river. Scuppernong River is classified as SC by the Environmental Management Commission. Project description Tyrrell County proposes to construct ±983' of bulkhead adjacent the highground portion of Veteran's Park. The proposed bulkhead averages 4.5' waterward of the existing NWL. Approximately 58' of the proposed bulkhead will be constructed along the upland/wetland interface. The applicant proposes to place ±405' of riprap adjacent the existing Typha app marsh at or below the elevation of the marsh and averaging 4.5' waterward of the NWL. A 10' wide by ±240' long boardwalk is proposed adjacent the section of proposed bulkhead fronting the Scuppernong River and adjacent a portion of the US 64 bridge. Several walkways are proposed in the park to connect the existing and proposed development as well as security lights. Anticipated impacts The project as proposed will result in the filling of approximately 5,985 ft2 of river bottom of which ±4,162.5 ft2 is backfill associated with the bulkhead and ± 1, 822.5 ft2 is riprap adjacent the Tynha spp. wetland. The placement of the riprap adjacent the coastal wetland at or below the existing elevation will allow for continued inundation by water into the marsh. Approximately 2,400 ft2 of boardwalk will be constructed over the Scuppernong river. If the applicant is not claiming to be the owner of said property, then forward a copy of the deed or other instrument under which the owner claims title, plus written permission from the owner to cant' out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on an 8 1/2 x 11 white paper. (Refer to Coastal Resources Commission Rule 710203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 18 high quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) A site or location map is a part of plat requirements and it must be sufficiently detailed to guide agency personnel unfamiliar with the area to the site. Include county road (SR) numbers, landmarks, and the like. A stormwater management plan, if applicable, that may have been developed in consultation with the Division of Environmental Management. Your receipt of this letter verifies your acceptance of a valid request for certification in accordance with Section 325.2(b)(ii) of our administrative regulations. We are considering authorizing the proposed activity pursuant to Section 404 of the Clean Water Act, and we have determined that a water quality certification is required under the provisions of Section 401 of the same law. A Department of the Army permit will not be granted until the certification has been obtained or waived. PROJECT SUMMARY: The applicant proposes to construct ±983' of bulkhead around Veteran's Park of which on ±240', a 10' wide boardwalk will be constructed over the river. Approximately 405' of riprap is proposed adjacent the existing Typha spp. marsh to be placed at the elevation of the adjacent wetland. A series of lighted walkways are proposed in the park. Tyrrell County Veteran's Park Project setting Veteran's Park is located on the west side of the Scuppernong River adjacent to the north side of the US 64 bridge at Columbia in Tyrrell County, North Carolina. The park is approximately 1.5 acres and is 1 to 2 feet above mean sea level. The project site is a triangle which is bordered by bridges on two sides. The property is vegetated with lawn grasses, pines, ornamental shrubs, wild rice, and several willows and live oaks. The portion of the property located at the west end at the junction of the two bridges is vegetated with T py_ ha spp. which has been mowed. Existing development onsite the project site includes a gazebo, small parking lot (< 10 parking spaces), pier with T-head, riprap, monument area with a flag pole, and an access ramp to the pedestrian walkway adjacent US 64 over the river. Scuppernong River is classified as SC by the Environmental Management Commission. Project description Tyrrell County proposes to construct ±983' of bulkhead adjacent the highground portion of Veteran's Park. The proposed bulkhead averages 4.5' waterward of the existing NWL. Approximately 58' of the proposed bulkhead will be constructed along the upland/wetland interface. The applicant proposes to place ±405' of riprap adjacent the existing Typha spp. marsh at or below the elevation of the marsh and averaging 4.5' waterward of the NWL. A 10' wide by ±240' long boardwalk is proposed adjacent the section of proposed bulkhead fronting the Scuppernong River and adjacent a portion of the US 64 bridge. Several walkways are proposed in the park to connect the existing and proposed development as well as security lights. Anticipated impacts The project as proposed will result in the filling of approximately 5,985 ft2 of river bottom of which ±4,162.5 ft2 is backfill associated with the bulkhead and ±1,822.5 ft2 is riprap adjacent the Typha spp. wetland. The placement of the riprap adjacent the coastal wetland at or below the existing elevation will allow for continued inundation by water into the marsh. Approximately 2,400 ft2 of boardwalk will be constructed over the Scuppernong river.
