PROJECT SUMMARY: The applicant is proposing a 13 lot, single-family residential subdivision on 12.08 acres of land bordering Mason Creek and Alligator Bay. PROJECT DESCRIPTION Ocean Club Village II is located within the Town of North Topsail Beach in Onslow County. A private airport is currently located on the site. These airport facilities will be removed once the development begins. The property is located off of Highway 1568, accessible by an existing fill road across Mason Creek. This fill road will be improved under a CAMA Major Permit for Crystal Shores II, an adjoining, proposed subdivision. (See the Vicinity Map with the permit package to note the connection). The proposed tract to be developed is 12.08 acres of land that is to be subdivided into 13 lots. The Division of Coastal Management has designated this area as an Estuarine Shoreline Outstanding Resource Water Area Of Environmental Concern. The tract does contain federal wetlands which have been identified on plans. None of these wetlands are to be disturbed during installation of the street and utility work. The waters of Mason Creek and Alligator Bay have been classified as Outstanding Resource Waters and SA by the Division of Environmental Management. The Division of Marine Fisheries have designated these waters as primary nursery areas. The area is open to the taking of shellfish. Shellfish lease signs are posted in Mason Creek. The property is classified as Limited Transitional by the Town of North Topsail Beach Land Use Plan. The applicant's engineers have identified building envelopes on each lot based upon the presence of 404 wetlands throughout the tract. Five of the 13 lots are adjacent to Mason Creek and the remaining 8 lots are adjacent to Alligator Bay. Also proposed is a wooden walkway/pier, 4' wide by 215' long, extending from the street to Mason Creek. The proposed walk would be located on a 10' recorded easement between lots 12 and 13. The walk/pier would be for public access to the water. A 6' by 10' "T" head is proposed at the end of the pier. 10. ANTICIPATED EUPACTS The proposed project is located within an ORW Estuarine Shoreline AEC. Therefore, the built upon or impervious area is limited to 25 % within 575' of the mean high water contour. Also, an engineer stormwater system is not allowed in lieu of the 25 % coverage. Although there are wetlands identified on the property, the plans indicate that these wetland areas will be avoided by the incorporation of building envelopes into the plans for each lot. This subdivision is under different ownership but will be connected to another proposed subdivision called Crystal Shores H. Crystal Shores I and Ocean Club Village and Sea Dunes Village are proposed developments, portions of which are also adjacent to Mason Creek. With the known, approved subdivisions around Mason Creek cumulative impacts to water quality are likely to be a concern. There are also the posted shellfish leases within Mason Creek to take into consideration. Possible negative impacts of future boat access and related activities on the shellfish resource in Mason Creek cannot be ignored. For these reasons, cumulative impacts of the proposed subdivisions should be evaluated prior to any more development being authorized or permitted on these bodies of water. Janet M. Ocean Club Village II is located Northeast, across Mason Creek, from the Ocean Club Village project, which received a Major CAMA Development Permit No. 116-93 on November 9, 1993. As of this writing, construction has not begun for Ocean Club Village. The Ocean Club Village II project lies to the East of a proposed single family subdivision called Crystal Shores II, which is under different ownership. This subdivision received a Major CAMA Development Permit No. 123-93 on November 16, 1993. Road access to the Ocean Club Village II will be through roads constructed as part of the Crystal Shores II project. The airport operations will cease and facilities removed once development begins on either the Crystal Shores II or Ocean Club Village II projects. Water supply to the project will be via pipes connected to the existing Onslow County Water System mains located along NCSR 1568. The Ocean Club Village project will extend water mains constructed for the Crystal Shores II development. Permits are pending within the State of North Carolina for this extension. Wastewater will be collected by gravity sewer mains which will tie into the collection system to be constructed for the Crystal Shores II project. From there it will be pumped via a sewage pump station and force main to the North Topsail Water and Sewer Company mains along NCSR 1568. Permits are pending with the State of North Carolina for this extension. A sewer permit was previously granted for the Crystal Shores II project. Plans for both the water and sewer systems for the project have been included as part of the CAMA Permit Application package. Areas of 404 wetlands do exist within the boundary of the site. These areas have been mapped and confirmed and approved by the U.S. Army Corps of Engineers. A copy of the Wetlands Delineation Map and the Corps Representative's acceptance thereof is attached. The road for the subdivision has been aligned such that no construction will impact the wetlands area. The building envelope for each building lot confines home construction to outside of the wetlands area. A wooden walkway for public access to Mason Creek will be constructed as part of the project. The walkway will be 4 feet wide and extend approximately 200 feet from the road right-of-way. This walkway was required by the Town of North Topsail as part of their subdivision approval process. ANTICIPATED FOPACTS The proposed project is located within an ORW Estuarine Shoreline AEC. Therefore, the built upon or impervious area is limited to 25 % within 575' of the mean high water contour. Also, an engineer stormwater system is not allowed in lieu of the 25 % coverage. Although there are wetlands identified on the property, the plans indicate that these wetland areas will be avoided by the incorporation of building envelopes into the plans for each lot. This subdivision is under different ownership but will be connected to another proposed subdivision called Crystal Shores H. Crystal Shores I and Ocean Club Village and Sea Dunes Village are proposed developments, portions of which are also adjacent to Mason Creek. With the known, approved subdivisions around Mason Creek cumulative impacts to water quality are likely to be a concern. There are also the posted shellfish leases within Mason Creek to take into consideration. Attachment "A" Narrative Description A?(922yq JUN 16 1994 Ocean Club Village II Subdivision DIVISION QF COASTAL MANAGEMENT The Ocean Club Village II Subdivision is a proposed 13 lot detached single family subdivision to be located on a portion of the tract which currently is used by a private airport facility in the Town of North Topsail Beach in Onslow County. Ocean Club Village II is located Northeast, across Mason Creek, from the Ocean Club Village project, which received a Major CAMA Development Permit No. 116-93 on November 9, 1993. As of this writing, construction has not begun for Ocean Club Village. The Ocean Club Village II project lies to the East of a proposed single family subdivision called Crystal Shores II, which is under different ownership. This subdivision received a Major CAMA Development Permit No. 123-93 on November 16, 1993. Road access to the Ocean Club Village II will be through roads constructed as part of the Crystal Shores II project. The airport operations will cease and facilities removed once development begins on either the Crystal Shores II or Ocean Club Village II projects. Water supply to the project will be via pipes connected to the existing Onslow County Water System mains located along NCSR 1568. The Ocean Club Village project will extend water mains constructed for the Crystal Shores II development. Permits are pending within the State of North Carolina for this extension. Wastewater will be collected by gravity sewer mains which will tie into the collection system to be constructed for the Crystal Shores II project. From there it will be pumped via a sewage pump station and force main to the North Topsail Water and Sewer Company mains along NCSR 1568. Permits are pending with the State of North Carolina for this extension. A sewer permit was previously granted for the Crystal Shores II project. Plans for both the water and sewer systems for the project have been included as part of the CAMA Permit Application package. Areas of 404 wetlands do exist within the boundary of the site. These areas have been mapped and confirmed and approved by the U.S. Army Corps of Engineers. A copy of the Wetlands Delineation Map and the Corps Representative's acceptance thereof is attached. The road for the subdivision has been aligned such that no construction will impact the wetlands area. The building envelope for each building lot confines home construction to outside of the wetlands area. A wooden walkway for public access to Mason Creek will be constructed as part of the project. The walkway will be 4 feet wide and extend approximately 200 feet from the road right-of-way.
