8. PROJECT SUMMARY: The applicant proposes to construct a 10 slip dock on Smith Creek in
Oriental.

9. NARRATIVE DESCRIPTION: The applicant's property is a 1.7 acre tract located on
Blackwell Point Rd. on Smith Creek in Oriental, Pamlico Co. There is a home, a shed,
and a pier on the property. The applicant is proposing to construct a ten slip dock with
a 6' x 100'access pier and a 120' x 6' "T" head at the waterward end . Eight 35' by
15' slips are proposed perpendicular to the waterward side of the "T" head. Two
additional slips are proposed on the upstream, landward side of the "T" head. Water
depths around the proposed pier location are -3.5 to -5 NWL.
There are two other 10 slip docks (Major Permits #126-90 and 116-85) just upstream
of this proposed project. The applicant is proposing a 5 space grassed parking
area(approx. 1000 sq. ft.) within the Estuarine Shoreline AEC at the northwestern
corner of the property. The applicant has received a septic tank permit for sewage
disposal from the boat holding tanks.
10. ANTICIPATED IMPACTS: The waters of Smith Creek are classified as SC by
DEM, designated as a Secondary Nursery Area by DMF, and closed to shellfishing by
DEH and DMF. The proposed pier will occupy approximately 6,150 sq. ft. of public
trust waters and the proposed parking and septic system will disturb approximately
1,350 sq. ft. of highground.

other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for.
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 1h x 11 white paper. (Refer to Coastal
Resources Commission Rule 7).0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will 'be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.

quired by G.S. 113-229(d).

In addition to the completed application form, the
following items must be submitted:
A Copy of the deed (with state- application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 1h x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will 'be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).
