Project Description: The North Carolina Department of Transportation (NCDOT) intends to replace
Bridge No. 68 on SR 1153, Webb Mill Road, over Juniper Swamp (Lake Levinson spillway). At the time
of the original request for archaeological review, no preliminary design was available, but a study area
466 feet long (over 142 meters) and 100 feet (30.48 meters) wide was requested. For the purposes of this
archaeological review, the area of potential effects (APE) is considered to be the approximately 1.1 acre
(nearly .45 hectare) encompassed by the requested study area.
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
The initial review of the site maps and files archived at the North Carolina Office of State Archaeology
was conducted on September 19, 2017. No previously recorded archaeological resources are located
within the proposed APE, nor are any recorded within a .5-mile radius of the project. A similar situation
occurs with recorded historic properties. An examination of the data presented on the North Carolina
State Historic Preservation Office HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) reveals no
historic properties are recorded within .5-mile of the proposed project. One cemetery is recorded within
that same radius, as noted on the USGS quadrangle.
While no archaeological sites or historic properties have been previously recorded in the vicinity of the
proposed bridge replacement, it is clear that Lake Levinson, immediately to the west of Bridge No. 68,
represents some sort of cultural feature. Examinations of topographic mapping, LIDAR images, and
aerial photographs failed to provide any clues to the nature of the pond to the west of the bridge. In early
2016, a proposed wetland mitigation project that included Lake Levinson was reviewed by the North
Carolina State Historic Preservation Office (SHPO) and the Office of State Archaeology (OSA). The
review noted simply that there were no historic properties or sites recorded there and that the "area has
been disturbed by agricultural practices". Additionally, during "preliminary work" no artifacts were
observed. Significant archaeological sites were considered to be unlikely.
An examination of historic mapping of Johnston County depicts the pond along Juniper Creek as early as
1906 on the USGS Four Oaks Quadrangle. The USGS maps of the area as well as the early soil survey
maps for the county indicate that the crossing of Juniper Swamp in the first quarter of the twentieth
century was located further to the southeast at a place labeled Barefoot Bridge. Strangely, the 1938
Highway Map and the 30 X 60 Minute Series USGS Raleigh Quadrangles for 1953 and 1954 do not
depict the pond, although it does appear that the road configuration is more like the modern one. This is
consistent with the project information that reports the year the current bridge was built as 1954.

A brief search using the Johnston County Register of Deeds online records
(http://erec.johnstonnc.com/recorder/eagleweb/docSearch.isp) revealed a little more of the nature of the
property. The pond is depicted in Plat Book 7 on page 281 as Webb Mill Pond along with a notation that
the tract was also known as Ingram's Mill Pond. The survey map was drawn in 1942, but was included in
the 1955 entry in the Plat Book. No further information regarding the tract was found.
An examination of soils in Johnston County presented on the National Resources Conservation Service
Web Soil Survey (http://websoilsurvey.nres.usda.gov/qpp/WebSoilSurvey.aspx) indicates that the
following soil types are mapped within the proposed APE: Bibb sandy loam, 2 to 2 percent slopes,
frequently flooded (Bb) and Goldsboro sandy loam, 0 to 2 percent slopes (GoA).
No further archaeological investigations are required for the project within the area established as the
current APE. Should the project change to include a larger footprint than covered by the current APE,
further consultation will be necessary. In the unlikely event that archaeological remains are encountered
during the bridge replacement, work should cease in that area and the NCDOT Archaeology Group
should be notified immediately.
Brief Explanation of why the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
As implied by the evidence listed above, there is fairly strong evidence that the current proposed APE
overlaps parts of what was once an early twentieth-century mill site. At the very least a good portion of
the mill dam falls within the APE. However, no further evidence for any other mill elements are observed
in the mapping or aerial photographs of the project area. The only map that suggests a structure in
association with the mill pond seems to be the 1908 USGS Four Oaks Quadrangle. If that map does
depict the mill house, then that structure has been completely destroyed by subsequent landscape
alterations. Certainly OSA and SHPO believe that alterations to the landscape surrounding the pond have
significantly reduced the likelihood of historic cultural properties. Given the evidence at hand, or at least
the lack thereof, it seems that National Register of Historic Properties -eligible archaeological resources
are very unlikely within the proposed APE.
