PROJECT SUMMARY: Applicant proposes to dredge an existing channel which is an un-named tributary of the AIWW. The applicant also proposes to place retaining walls along the mouth of the channel to help prevent caving of the cut slope into the channel. The purpose of the proposed channel is to maintain a former channel to a width that allows navigation. Evelyn Rhodes Page 2 9. PROJECT DESCRIPTION This property is located off of Bethea Road in a rural section of Onslow County. The nearest town is Holly Ridge on Highway 17. To get to the site, travel on State Road 1538 out of Holly Ridge. Turn left onto Hardison Road, State Road 1537. Proceed about one half mile and turn right onto Redd Cove Road which is a grassed roadbed. Follow the roadbed to the end and turn right and proceed to the end. The tract of land is approximately 54 acres in size and is primarily undeveloped. However, the property has been subdivided and at least two lots were sold. Two houses were built on the tract several years ago. These houses are on lots adjacent to the Intercoastal Waterway and the un-named tributary east of where the proposed dredging would occur. No other development of any kind has been done. The Rhodes tract includes high ground that is forested, 404 wetlands and coastal marsh areas. A man-made canal system was excavated many years ago off of/within the un-named tributary. There are two arms which extend into the Rhodes property branching from the main canal. The Maintenance Dredging Plan or Work Plat incorrectly calls this water King Creek. Division staff believe it to be an un-named tributary of the AIWW. The waters where the tributary intersects the AIWW are designated as primary nursery area by the Division of Marine Fisheries and are open to the taking of shellfish. The Division of Environmental Management has classified these waters as SA ORW. The Onslow County Land Use Plan designates this area as "Rural With Services". The applicant is proposing to perform maintenance dredging of a channel 1300' long by approximately 40' wide. The proposed depth is -5.0'. The channel was last dredged more than 15 years ago according to the agent for the applicant. Since the area is undeveloped, there is very little to no boat traffic except for the neighbors of an adjoining tract of land at the upstream end of the waterbody adjacent to State Route 1537. Also proposed are two breakwaters or retaining walls, one on either side of the channel. The purpose of these structures is to prevent caving of the coastal marsh into the channel after the dredging. *Please note that a letter of objection has been received from Mr. Martin Gotte, an adjacent property owner. Mr. Gotte claims that one of these structures is shown in his riparian corridor. The anticipated height of the proposed structure should not interfere with any pier he proposes, however. Mr. Gotte will also need to take care to avoid blocking the proposed channel with a structure or vessel. Mr. Gotte's waterfront property has been bulkheaded and the proposed breakwater or retaining wall is shown about 30' across and 15' waterward of his bulkhead. See the attached drawing. According to the applicant's agent, dredging would be accomplished by backhoe and/or hydraulic dredge. The spoil material would be placed on high ground with a dike or berm, stilling basin and overflow pipe. One area has been designated as the primary disposal area with another spot designated as a "secondary" spoil area. One of these areas was used as a spoil site before but has since been overgrown with trees. Each spoil area is approximately 400' x 500'. Evelyn Rhodes Page 3 10. ANTICIPATED IMPACTS Approximately 49,000 square feet of shallow bottom would be disturbed. About 1400 square feet of coastal marsh would be lost because of the proposed dredging activities. Those species present are a 10-12' fringe of Spartina alterniflora with 5-10' of Spartina patens landward of that. Primarily, these two species would be impacted. Other vegetation landward of the patens includes Iva frutescens, Spartina cynosuroides and others. All of this may have been previously dredged many years ago. Short term turbidity increases are expected from the dredging activities. The Spartina alterniflora growing on this shoaled area appears to be recent growth which is evidenced by coloration and size. Approximately 4.6 acres of highground area may be filled with the spoil material. Dredging would make this un-named tributary more accessible by boat. Submitted by: Janet M. PROJECT DESCRIPTION This property is located off of Bethea Road in a rural section of Onslow County. The nearest town is Holly Ridge on Highway 17. To get to the site, travel on State Road 1538 out of Holly Ridge. Turn left onto Hardison Road, State Road 1537. Proceed about one half mile and turn right onto Redd Cove Road which is a grassed roadbed. Follow the roadbed to the end and turn right and proceed to the end. The tract of land is approximately 54 acres in size and is primarily undeveloped. However, the property has been subdivided and at least two lots were sold. Two houses were built on the tract several years ago. These houses are on lots adjacent to the Intercoastal Waterway and the un-named tributary east of where the proposed dredging would occur. No other development of any kind has been done- The Rhodes tract includes high ground that is forested, 404 wetlands and coastal ,harsh arcas. A man-made canal system was excavated many years ago off of/within the un-named tributary. There are two arms which extend into the Rhodes property branching from the main canal. The Maintenance Dredging Plan or Work Plat incorrectly calls this water King Creek. Division staff believe it to be an un-named tributary of the AIWW. The waters where the tributary intersects the AIWW are designated as primary nursery area by the Division of Marine Fisheries and arc open to the taking of shellfish. The ]division of Environmental Management has classified these waters as SA ORW. The Onslow County Land Use Plan designates this area as "Rural With Services". The applicant is proposing to perform maintenance dredging of a channel 1300' long by approximately 40' wide. The proposed depth is -5.0'. The channel was last dredged more than 15 years ago according to the agent for the applicant. Since the area is undeveloped, there is very little to no boat traffic except for the neighbors of an adjoining tract of land at the upstream end of the waterbody adjacent to State Route 1537. Also proposed are two breakwaters or retaining walls, one on either side of the channel, The purpose of these structures is to prevent caving of the coastal marsh into the channel after the dredging. *Please note that a letter of objection has been received from Mr. Martin Gotte, an adjacent property owner. Mr. Gotte claims that one of these structures is shown in his riparian corridor. The anticipated height of the proposed structure should not interfere with any pier he proposes, however. Mr. Gotte will also need to take care to avoid blocking the proposed channel with a structure or vessel. Mr. Gotte's waterfront property has been bulkheaded and the proposed breakwater or retaining wall is shown about 30' across and 15' waterward of his bulkhead. See the attached drawing. According to the applicant's agent, dredging would be accomplished by backhoe and/or hydraulic dredge. The spoil material would be placed on high ground with a dike or berm, stilling basin and overflow pipe. One area has been designated as the primary disposal area with another spot designated as a "secondary" spoil area. A review of your application received December 7, 1993, for Department of the Army authorization to maintain a channel and and construct retaining bulkheads on the Atlantic Intracoastal Waterway (AIWW), Holly Ridge, Onslow County, North Carolina, indicates it to be a candidate for Federal authorization under this general permit. Accordingly, the administrative processing of your application will be accomplished by the North Carolina Division of Coastal Management. Comments from Federal review agencies will be furnished to the State. If your application must be withdrawn from this general permit process for any reason, you will be informed regarding its further management.
