As we recently discussed, Gary Mitchell and I are in the process of
re-evaluating the wetland delineation performed in early 1991, under the
1989 Delineation Manual, on the Otha Herring property on River Road
opposite The Cape (New Hanover County). Using the earlier delineation,
we obtained approval under NWP-14 for a road crossing to provide access
from River Road into most of this property. That work was completed
last summer (1993).
In our initial wetland re-evaluation, we have recently delineated
and surveyed a "finger" of high ground that nearly joins the last of the
high ground areas and provides a logical route to follow to complete the
needed road access through Mr. Herring's property. This recent
delineation and survey map is enclosed as Sheet . of 3.
Mr. Herring requests that his NWP-14 approval be modified to allow
his road to be extended northward as shown on the enclosed Sheet 2 of 3.
The previous crossing turned out to be slightly less than 160' long
(1989 Manual) and about 45' wide for 7200 sqft or .165 acre. The
proposed new work would cross an additional 40' and would also be no
more than 45' wide; or 1800 sqft. As the road continues north, there is
a small edge of additional proposed wetland fill measuring slightly less
than 1400 sgft needed to complete this crossing. The total new wetland
disturbance would be 3200 sqft, or 0.07 acre. The overall total wetland
disturbance for this entire crossing (old and new) would be 10,400 sqft
or 0.24 acre.
