The applicant contracted with KE to complete a wetland & stream evaluation for the property in order to identify the natural resources so that the project designers could design a site plan that would minimize impacts to wetlands and streams to the maximum extent practicable. Impacts 1 & 2 include perennial stream impacts necessary for a culvert replacement & extension and riprap dissipater. This impact is necessary to meet the Angier Road improvements required by the Town of Holly Springs. Furthermore, the applicant is aware of the regional conditions associated with the nationwide permit 29. All culverts have been sized appropriately in order to accommodate bank -full flows and will be buried the appropriate depth below the streambed to allow for aquatic life passage. With respect to residential development conditions (NWP 29 -regional condition section 4.0), there are no impacts associated with single-family recreation facilities. Furthermore, there are no permanent wetland or stream fills proposed within the floodway/floodplain areas. 1b.
