Wetlands to access the high grotmd shoreline of the property. Hydrology is proposed to remain
connected through the installation of 2 culverts.

9. Narrative Description:
The subject property is a vacant lot located at 302 Morris Marina Road in the town of
Atlantic, Carteret County. The tract is deeded as 1.65 acres, but above the nhw contour, the
site scales to approximately 1.07 acres. Morris Marina Road connects to the terminus of
Highway 70 via SR 1378, at the east end of Atlantic. The site lies approximately 1400'
southwest of Morris Marina, on the east side of the road, fronting Core Sound. Presently,
there are no services to the property, and the average elevation is +3' to +5' msl.
The preponderance of the lot is vegetated with delineated Section 404 Wetlands, giving way
to typical high ground berm characteristics of ahigh-energy system at the shoreline.
Vegetation within the wetland areas of the lot consists of Typha latifolia, Myrica cerifera,
Baccharis halimifolia, and cyperus spp. The high ground portion of the lot extends from
approximately half way down the north side of the property to the shoreline, and along the
shoreline. There are a couple of small hummocks of high ground about midway thru the
southern side of the property. The upland areas are vegetated with oaks, Magnolia
virginiana, Myrica cerifera, with some Spartina patens and Smilax spp along the southern
edge of the shore. Both adjacent properties have stabilized shorelines in the form of riprap,
while this shoreline has had no stabilization. The shoreline of the property is approximately
190' in length, and the street side of the property, abutting Morris Marina Road, is
approximately 70' in length. There is an existing culvert within the roadside ditch that
allows access directly onto the property.
The Carteret County LUP classifies this area of the county as Rural, with AEC's classified
Conservation. Core Sound carries a water quality classification of SA-ORW. The Division
of Marine Fisheries does not designate Core Sound as Primary Nursery Area, and the waters
are open to the taking of shellfish as determined by the DHS. The energy of the area is
evident in the large grained sand character of the shoreline and the rippled effect of the
sandy bottom substrate within the sound. There are spotty areas of SAV offshore.
The applicant is proposing to construct a 260' x 20' driveway into the property to access the
high ground portion of the site. The ~iortheast side of the property was utilized to minimize
the distance across wetlands. There are no immediate plans for other development of the
site. Measured from the centerline, approx. 230' of the road will be within Section 404
Wetlands, with the last 30' on high ground. The top width of the road will be 15', with 2.5'
shoulders on each side, for a bottom width of 20'. The elevation currently is approx. +3.5'
msl, and the proposed finished elevation for the road is + 5.5' msl. The road surface will be
finished with gravel.
Two culverts are proposed within the road to connect the hydrology of the wetlands. The
culverts .are proposed to equal the base width of the road, or 20' in length, and 18" diameter.
They are to be evenly spaced to prevent channelization during storm events. The first is
proposed 83' from Morris Marina Road, and the second is 83' east of the first, with the
driveway extending another 88' to the uplands.
The purpose of the proposal is for the private development and access of a residential lot.

10. Anticipated Impacts:
As proposed, the driveway into the subject property will require the filling of approximately
4600 sf of delineated Section 404 Wetlands. Another 600 sf of high ground will be filled and
graded for the proposal. The entire lot is within the AEC.. The applicant has calculated that
4.6% of the lot will become impervious with the construction of the road. However, based on
the plat submitted, the development will render approximately 11% of the lot impervious.
The utilization of standard sedimentation/erosion control measures should prevent the
movement of material into adjacent wetlands or waters. Future development proposals
should be anticipated on the property with the high ground being made accessible by this
project.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected properties. If the applicant is
not claiming to be owner of said property, then
forward a copy of the deed or other instrument
under which the owner claims title, plus written
permission from the owner to carry out the project.
• An accurate dated work plat (including plan view
and cross-sectional drawings) drawn to a scale in
black ink on an 81/2" by ll" white paper. (refer to
Coastal Resources Commission Rule 7J.0203 for a
detailed description).
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue line
prints or other large plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U. S. Army Cops of
Engineers regarding that agency's use of larger
drawings). A site or location map is a part of plat
requirements and must be sufficiently detailed to
guide agency personnel unfamiliar with the area to
the site. Include highway or secondary road (SR)
numbers, landmarks, and the like.

adjacent waterfront (riparian) landowners and the

NARRATIVE DESCRIPTION OF PROJECT
INTRODUCTION
The Heirs of Leonda B. Mason propose to build a vehicle driveway on their property located at
302 Morris Marina Road. The property is located along the Core Sound shoreline of Carteret
County, North Carolina on the northern side of Atlantic. The property can be reached by driving
northeast from Beaufort, North Carolina on U. S. Highway 70 East past the Town of Atlantic to
Cedar Island Rd. Turn left following Cedar Island Rd. to Morris Marina Rd. Turn right on Morris
Marina Rd, property will be on right (east) side of road. See sheet 1 of 5.
PROJECT DESCRIPTION
The proposed project consists of constructing a conventional driveway on the northern property
boundary line. Construction will result in filling by backhoe and bulldozer up to 385 cubic yards
(cy) of driveway grade gravel in 404 wetlands. Two culverts will be placed under the driveway,
See sheet 3 of 5. The culverts will allow the property to drain in large scale storm events, such
as hurricanes and northeasters.
The US Army Corps of Engineers (USAGE) has been on site to verify the 404 wetlands. Due to
an on going law suit against the USAGE, they are unable to sign off on Jurisdictional
Determinations at this time.

Project Planning Objectives
The objective is to provide accestjr~,~~and

During the Leonda B. Mason Heirs driveway project, the family members have several
objectives that they strive to meet. Those objectives are summarized as follows:
• Preservation of the environmental, cultural, and aquatic resources of the property
and associated wetlands.
• Provide an easily accessible driveway for family and friends to enjoy the upland
waterfront.
METHODS OF CONSTRUCTION
The proposed fill will be placed by backhoe and bulldozer. Fill material will be driveway grade
gravel. Culverts will be set in place by backhoe or manual labor. The fill will be placed no higher
than +5.5 ft NAVD (+2 ft above natural elevation of the property), See sheet 5 of 5.
Land-based equipment will be brought to the site over public roads and will enter the property at
access areas identified on the permit drawings, See sheet 1 of 5. Daily equipment staging will
be on Morris Marina Road. Construction contracts will provide for proper storage and disposal of
oils, chemicals, and hydraulic fluids, etc., necessary for operation in accordance with state and
federal regulations.
Construction Schedule
The proposed project involves placement of approximately 385 cy of driveway quality gravel.
Based on coversations with grading companies with driveway construction experience, one

backhoe and one bulldozer can complete this project in a 3 day period. The aver~Q~g~~tion

varies widely according to transportation distance, equipment problems, weather conditionsa t
and specifications of the project. It is anticipated that the proposed construction will be
accomplished in less than 1 week. The applicants anticipate construction will be conducted as
soon as permit is issued.
STORMWATER MANAGEMENT
An impervious surface will be constructed for this project. The size of impervious surface is
expected to be 20 ft X 260 ft or approximately 0.1 acre. No stormwater management or
additional stormwater measures will be required for this project.
COMPLIANCE WITH CARTERET COUNTY ZONING AND CAMA LAND USE PLAN
The project is consistent with the approved CAMA Land Use Plans for Carteret County. The project
property is classified "Rural" by the County's CAMA Land Use Plan.
COMPLIANCE WITH THE N. C. ENVIRONMENTAL POLICY ACT
The Division of Coastal Management has determined prior to the application that review of this
project under SEPA will not be required.
