of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using

PROJECT NARRATIVE
This project involves the construction of a 200-lot single family subdivision in
Fuquay-Varina, North Carolina and associated utility and storm drainage
infrastructure. All infrastructure for the subdivision will be permitted at this time.
Only flow for Phases 1 and 2, which have 132 lots combined, will be permitted at
this time. Phase 3 flow will be permitted at time of construction.
Summary of Sewer Lines to be permitted:
* 5103.9 LF of 8-inch PVC gravity sewer
* 926.7 LF of 8-inch DIP gravity sewer
* 2034.4 LF of 8-inch C-900 gravity sewer
Phase 1: 68 lots @ 300 gpd/lot discharging 20,400 gpd

Fuquay-Varina. The letter requests approval of a residential flow value of 220 GPD/residence for these
dwellings.

representative or the subdivisions in Fuquay-Varina in accordance with 15A NCAC 2-H ,0219dV3).
Based on (tic information submitted, the Division hereby approves the use of 75 GPD per bedroom
per dwelling for residential units (225 GPD per three bedroom home) in all applicable non -discharge permit
applications for future sewer line extensions and present, but not yet tributary projects for the T:.wn �!buquay-
Varina. The Division slid note that the average flow per residence in February 2000 was 271 GPD, Regardless

The impacts that are proposed are mostly related to construction/easement impacts. Most all of the sewer is outside of
the buffers and wetlands. There are two "crossings" proposed where the sewer line will run under areas of
wetlands. These two crossings will not be in contact with surface waters. They will be a minimum 12" under the
"stream bed/wetland bottom" elevation, and will be encased in either concrete or steel encasement pipe.
Also, the 401/404 permits include both the subdivision impacts, and the sewer outfall impacts (Water Quality permit #
WQ0040969). The stream impact referenced is relating to the previously permitted sewer outfall, and will be temporary
in nature for construction. The sewer in this location will also be a minimum 12" under the stream bed, and encased in
concrete.
So, this project (and previously approved outfall project with permit # WQ0040969) do not have high priority
lines. There are no aerial sewer crossings or sewer contacting surface water. The outfall has sewer that runs parallel to
streambanks/buffers, but is significantly away from the streambanks, and deep enough that it will not be subject to
erosion that undermines or deteriorates the sewer.

Subject: Briar Gate Subdivision Fast Track Sewer Extension
Good Morning,
We are in the process of reviewing the subject application and require additional information.
Section IX. 6. High priority lines is marked "no." The 401 Water Quality Certification for Briar Gate Subdivision mentions
multiple riparian buffer and wetland impacts as well as a stream impact for a sanitary sewer crossing. Please verify that
the subject project does not include high priority lines (high priority sewer means "any aerial sewer, sewer contacting
surface waters, siphon or sewer positioned parallel to streambanks that is subject to erosion that undermines or
deteriorates the sewer.)
If there are high priority lines associated with subject project, please submit an attachment with details for each line,
including type (aerial line, size, material and location).
Once this information is received, we can form forward with drafting the permit.
