Uzzle Bank Parcel Credit Release — Task 2
Dear Mr. Breslow:
On June 26, 2019, the Division of Water Resources (DWR) received documentation from EBX
Neuse 1, LLC (EBX) that the subject site had been constructed in its entirety and monitoring plots
had been installed. On July 9, 2019, with assistance from Ryan Medric and others with EBX, DWR
inspected the site and confirmed that all the subject site had been completely planted, all monitoring
plots were installed, conservation easement placards had been installed along the entire easement
boundary, and all stream mitigation activities appeared to be completed. Riparian areas, including
the stream banks, were seeded and stabilized. On August 16, 2019, EBX submitted confirmation of
the completion of cattle exclusion fencing where required. The current performance bond
(#82522075) expires April 30, 2020.
In accordance with the UMBI, signed on January 16, 2019, the following Project Milestones have
been met and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have satisfied the above requirements for
the above -referenced tract and 20% of your Neuse buffer Enhancement credits from cattle exclusion
(0.20 x 274,395 ftz = 54,879 ft2) are now available to sell.
Please note that the riparian buffer credits must be used for impacts in the Neuse River Basin
in accordance with guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B
.0295, which became effective on November 1, 2015.
