PROJECT NARRATIVE
for
Island Storage
Ocean Isle Beach, North Carolina
June 2018
Island Storage is located at 6606 Ocean Highway West, approximately 1.2 miles north of the
intersection of US 17 & NC 904 in Ocean Isle Beach. The Tax ID number for the property is
2110001305. The total project area is approximately 7 acres, and is currently home to the
existing Island Storage self -storage facility.
WASTEWATER COLLECTION (SEWER
The proposed development will consist of an additional storage building with 141 storage
units. There are two existing storage buildings and a small office. A 260 gallon per day flow
allocation has been assigned to this project (210 gpd for the building and 25 gpd/employee
with 2 employees).
It will consist of a simplex effluent pump station and forcemain. The existing system
previously pumped to a drain field and the drain field will be abandoned. The proposed system
will receive wastewater from the building via an existing 4" gravity service line. The
proposed forcemain will connect to an existing 24" Brunswick County forcemain. Upon
satisfactory completion of construction, all portions of the sewer system will be owned and
maintained by the developer.
The effluent pump station will pump wastewater via 131 LF of 1-1/2-inch forcemain to the
point of connection on US Highway 17 in Ocean Isle Beach, North Carolina. The point of
connection is a permitted 24-inch forcemain along US Highway 17 that is owned by
Brunswick County. A portable emergency generator will be utilized to supply power to the
lift station in the event of a power failure.

The Division of Water Resources (Division) has reviewed the submitted variance request for the subject
project. Pursuant to the variance request received June 12, 2018 with additional information received
July 18, 2018, from East Coast Engineering & Surveying, P.C., on behalf of the applicant, the Division will
grant the variance request for the pump station to serve the subject facility with the following special
conditions incorporated into the permit:
1. In accordance with the provision for alternative design covered under 15A NCAC 02T.0105(n), the
usage of a simplex STEP pump station in lieu of a duplex pump station at the Island Storage
commercial facility is allowed per the submitted documentation, and is exempt from the following:
a. Requirement to install power reliability per 15A NCAC 02T.0305 (h)(1)(B&C).
b. Requirement to install/maintain a telemetry system per 15A NCAC 02T.0305(h)(1)(E).
Per the submitted documentation, the pump station shall:
a. Provide a minimum of 4-hours' worth of storage within the wet well above the "pump -
on" elevation, per 15A NCAC 02T.0305(h)(1)(D) and the provided historical power outage
documentation.
b. Install/Maintain audible and visual alarms in an area that is noticeable to the general
public and/or onsite staff, per 15A NCAC 02T.0305 (h)(1)(F).
C. Install/Maintain emergency contact signage, per 15A NCAC 02T.0305(h)(2).
Regardless of the variance approval, in the event that the wastewater collection facilities fail to perform
satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate
corrective action, including those as may be required by this Division, such as the construction of
additional or replacement facilities.

All other elements of this project shall be constructed in accordance with all applicable rules and statues
including, 15A NCAC 2T; the Division of Water Resources' (Division) Gravity Sewer Minimum Design
Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria for the
Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable. Approval
of the variance request does not constitute approval of the permit.

tank and pump tank will be utilized in the current configuration. The existing pump tank will
be retrofitted with 2 HP effluent pumps.
Wastewater from the office building will flow to the existing septic tank via an existing 4"
gravity service line where the solids will settle and the gray water will flow to the pump tank.
The wastewater will then be pumped via a 1-1/2" forcemain to the existing 24" Brunswick
County forcemain. Upon satisfactory completion of construction, all portions of the sewer
system will be owned and maintained by the developer.
The duplex effluent pump station will pump wastewater via 131 LF of 1-1/2-inch forcemain to
