After reviewing your application, we have decided that this fill is covered by General Water Quality Certification Number 2664. This certification allows you to use Nationwide Permit Number 12 when it is issued by the Corps of Engineers. This approval is only valid for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. For this approval to be valid, you must follow the conditions listed in the attached certification. In addition, you should get any other federal, state or local permits before you go ahead with your project. If you do not accept any of the conditions of this certification, you may ask for an adjudicatory hearing. You must act within 30 days of the date that you receive this letter. To ask for a hearing, send a written petition which conforms to Chapter 150B of the North Carolina General Statutes to the Office of Administrative Hearings, P.O. Box 27447, Raleigh, N.C. 27611-7447. This certification and its conditions are final and binding unless you ask for a hearing. Goldstein & Associates 8480 Garvey Drive Raleigh, North Carolina 27604 Project # July 1, 1991 I MANAGEMENT SUMMARY ' The City of Gastonia's 20-year wastewater management plan was completed in 1990. One of the plan's eight alternatives was preferred for economic reasons. The preferred ?. alternative requires treatment capacity expansion at the Long Creek and Crowders Creek _ wastewater treatment plants (WWTPs), new nutrient removal and dechlorination facilities at the Catawba Creek WWTP, expansion or construction of five pump stations in the Duharts Creek and Catawba Creek basins, and construction of 75 miles of new sewerlines. I ?- Phase 1 (1990-1995) of the preferred alternative includes expansion of the Long Creek WWTP from 8 to 16 million gallons per day (MGD), expansion of the Duharts Creek pump station from 6.5 to 10.0 MGD, and construction of 17.6 miles of new sewerlines along Long Creek, Kaglor Branch, Burtons Branch, and Duharts Creek. r The expanded Long Creek WWTP will discharge lower ammonia and BOD ?- concentrations, will have nutrient removal capabilities, and will dechlorinate the effluent prior to discharge. Sewerline construction will require clearing 85.4 acres, including 6.3 acres of jurisdictional wetlands. There are no indicators of any federally or state protected species in the project area. Secondary and cumulative negative impacts will result from induced urban growth, including increased impervious surface area, traffic, noise, air and water pollution, and pressure on remaining natural habitats. Positive impacts will include economic growth, an increased tax base for the city, reduced reliance on septic systems, and lower risk of fecal groundwater contamination.
