The project to replace the ocean outfall in South Nags Head has started, and it was discovered the existing
pipe was longer than previously documented. Originally, the end of existing pipe was determined to be 156’
from the concrete collar near the beach access. Actually, the end of the pipe is 221 linear feet from the
collar. Due to the discrepancy in the original permit drawings, NCDOT will need to revise the project.
NCDOT requests to modify the permits to replace the existing pipe to the actual existing length of 221 linear
feet from the collar. This is also required to maintain drainage of the outfall due to the extreme beach accretion
as a result of the recent beach nourishment project that occurred just to the north of the project site.
In addition to the revised pipe length, the contractor has requested to increase the width of the trestle and
cofferdam. This increased width in the cofferdam, and with the NHW line being moved due to the beach
accretion, would temporarily impact approximately 6,750 sq. ft. of surface waters below the NHW line. The
trestle would extend approximately 80’ oceanward of the NHW line.
As recommended by Bridge Maintenance, NCDOT additionally requests to have two 15” timber piles installed
on either side of the last concrete collar to delineate the end of the ocean outfall. All of the project
modifications listed above are included in the attached permit drawings.
