Is it facility -specific? Yes. SWPPP is put together well, currently the map was being updated to show updated site conditions. Records show last year updates were done to SWPPP and it was reviewed in July 2018. What type of stormwater training do facility employees receive? How often? Employees receive a good housekeeping based stormwater training. Once a year the training is given or when new employees start. Inspector Training/Knowledge What type of stormwater training does the MS4 inspector receive? How often? MS4 inspector receives the same training as other DOT employees once a year. Did the MS4 inspector appear knowledgeable about Permit requirements for pollution prevention and good housekeeping? MS4 inspector was very knowledgeable about what was required via the permit. Did the MS4 inspector appear knowledgeable about stormwater pollution prevention and good housekeeping? MS4 inspector was very knowledgeable about stormwater pollution prevention and good housekeeping. MS4 inspector had been in current position for 4+ years and had developed very good experience with the facility. Inspection Procedures Does the MS4 inspector's process include the use of a checklist or other standardized form? Yes. MS4 inspector had two different forms to be used. One form was a more basic checklist for the monthly inspections, included the areas to be reviewed and outfall status for the 4 outfalls. One form was a more detailed checklist for a bi-annual inspection that included more details about the areas of concern. Inspector also had a checklist for all secondary containment on site, NCDEQ reviewed these inspections and the checklist looked well put together and included all containment at the facility. Photos were taken when an issue was observed and shown to employees as "training". Does the MS4 inspector's process include reviewing the facility's SWPPP (or similar document)? MS4 inspector reviews the SWPPP during the bi-annual inspection not the monthly. Does the MS4 inspector's process include walking the entire facility and inspecting all points of discharge? MS4 inspector does a walkthrough of the facility's areas of concern and by doing so this allows the inspector to cover the entire facility. Inspector always inspects the four outfalls and areas of concern (salt storage, gas pumps, maintenance shed, floor drains, detention pond) Did the MS4 inspector miss any obvious areas of concern? If so, explain: No. Inspector knew all the areas to pay attention to including floor drains inside of some of the sheds. Does the MS4 inspector's process include presenting the inspection findings to the facility contact? MS4 inspector presents inspection to Kevin Neal (facility manager) who maintains the permit. Inspection Results Did the facility inspection result in any corrective actions to be implemented? If so, for what issue(s)? No. If compliance corrective actions were identified, what timeline for correction/follow-up was provided? No. Notes/Comments/Recommendations Facility was in very good condition. Mr. Lawson was very knowledgeable about what his job was and how to get compliance from the facility workers. Mr. Lawson noted one area of junk pipe storage that was too close to the outfall and addressed it during the inspection.
