Town of Woodland Collection System
Permit WQCSDO030
Northampton County
On Thursday, August 15, 2019, Zach Thomas, Rick Trone, and Josh Brigham of the Raleigh Regional
Office conducted a compliance evaluation inspection of the deemed collection system for the Town of
Woodland. The purpose of this inspection was to ensure compliance with the subject permit. During the
inspection, the presence and cooperation of Mr. Lassiter, ORC and Ms. Jessica Griffey was very helpful
and appreciated.
This compliance evaluation inspection consisted of the followin :
• Review of the 15A NCAC 02T .0403 permit requirements;
• Review of the owner/facility information;
• Review of records;
• On -site inspection of the collection system and lift station units
Findings durine the inspection and file review were as follows:
1. The collection system is classified as CS-1. Our records currently list Raymond Eaton as the ORC. It
was indicated during the inspection that Mr. Lassiter is the current ORC and Chris Wheeler as a
BUORC. Please fill out artd reltirn the provided ORC designation form to have this updated in otir
records.
2. The collection system contains approximately 140 manholes, 2 known high priority lines, and 4 lift
stations. All wastewater is received by the Town's treatment facility and is irrigated on to spray
Fields. A paper map of the system is kept at the Town Flail.
3. The Town has a Fats, Oil and Grease (FOG) program and materials are hand delivered two times per
year. It was stated that there are no current areas where grease is a continuous issue.
4. Maintenance, inspection, and system records are compliant and are reviewed by the ORC. The
operation and maintenance plan was readily available. It was requested that the plan contain more
detailed information to better align with the requirements under 15A ArCAC 02T.0403 (3 - "all

maintenance schedule, spare pails inventory, and overflow response shall have been developed and

every Monday, and all other stations contain generator hookup connections for the Town's 3 portable
generators.
Right of Way and high priority line inspections were in compliance with the permit requirements.
There are approximately 1000 feet of right of ways that are cut twice a year and are inspected
frequently. High priority lines are inspected daily with a thorough inspection performed on the first
Friday of each month. While inspecting Lift Station 92, a recently mowed ditch along jVlain Street
revealed what appeared to be a high priority line. Inspectors requested this line be added to ORC's
future inspection lists
7. SSO records are kept with the ORC and BIMs shows there have been approximately 9 SSOs since the
last inspection. Many of the SSOs are reported to be a result of heavy rains.
8. Several lift stations, manholes, and high priority lines were inspected:
a) All 4 lift stations were inspected. Each station is visited daily and Stations # I & #2 have
telemetry. All were in compliance with permit requirements and appeared to be in good working
order on the day of inspection (alarms, signage, condition). The following observations were
noted:
i) Lift Station #1 is the Town's main lift station that pumps to the WWTP. There was a large
amount of debris inside of the wet well caused by wide grates in the on -site bar screen. It
was stated by staff that the wet well is thoroughly cleaned out every six months.
ii) Lift Station #3 is currently serving one residence and staff stated that they intend to abandon
the station in the future by connecting the home to the system in a different manner.
iii) Lift Station #4 showed signs of rust inside of the wet well. It was stated that if a grant is
secured, this station would be renovated.
b) All inspected manholes were found to be in good condition, free of excessive debris and signs of
overflow.
c) The high priority lines inspected appeared to be in good condition.
The overall condition of the system was compliant with the permit requirements as observed on the day of

Inspection Summary -

Findings during the inspection and file review were as follows:
