Dear Ms. Strawbridge,
On July 18, 2019, Jason Robinson of the NC Division of Water Resource's Raleigh Regional Office (RRO)
conducted a compliance evaluation inspection of the Town of Bunn's Collection System. I would like to thank
Mr. Tony Lowery, Public Works Director and Mr. Larry Winstead
The inspection report is attached. The following observations were made-.
1. The Town's Collection System is "Permitted by Regulation" (no individual permit) and covered by a
deemed permit number (WQCDD071) and is classified as a CS-1 system. Deemed collection systems
must meet the requirements of 15A NCAC 02T.0403 (attached). If the system exceeds 200,000 GPD,
the Town would need to apply for an individual Collection system permit.
2. A map of the sewer system was available.
3. Records are kept including log books at pump stations, a list of lift station problems, cleaning, etc.
Please make sure to keep records of documents actions specifically required by the "Permitted b
Regulation Rules" (attached). Specifically, records to show that high -priority lines are inspected at
least twice a Year, distribution dates for Grease Control documents annual observation of the entire
system, clearing of right-of-way and easements any overflows etc.
4. 2,263 feet of line was jetted in 2018 on Hollingworth Street, South Franklin Street, West and East
Carolina Avenues. So far, 1,680 feet of line has been jetted in 2019 on Warren Avenue and Johnston
St.
All Pump stations are connected to telemetry and inspected at least once per week, the Town is
reminded to keep records in the log books of everything that is done as part of these inspections,
including cleaning, exercising valves, lubricating pumps and other equipment, inspecting floats,
alarms, telemetry and auxiliary equipment, testing generators, checking pump run times, etc.
6. A spill has not been reported by the Town since October 8, 2016 (Hurricane Matthew), and the Public
Works Director confirmed that none have occurred since this time. You are reminded that spills

greater than 1,000 gallons, and any discharges that reach surface waters (regardless of size) shall be
reported to the Department as soon as pratticable, but no later than 24 hours after the discharge has
reached surface waters, as required by 15A NCAC 02B .0506(a) and G_S_ 1430215.2C.
7. The town has 4 pump stations (5 including the influent PS at the WWTP). All five pump stations were
inspected. High-water alarms were tested by pulling the floats- Upstream manholes were observed.
Emergency signs were present on all stations. The following stations were inspected (comments are
provided):
a. Hollingsworth PS - This is simplex pump station. Bids are currently being replaced to completely
replace this pump station.
b. Carolina Ave PS — Deepest Pump Station
c. Warren Ave PS — Largest Pump Station. The permanent generator is currently offline due to an
issue with the electrical wiring, A temporary generator is onsite and currently being used while
the old one is repaired/replaced.
d. Elementary School PS - Flow currently goes to a wet -well that was part of an old pump station, and
gravity flows under the dirt road into the wet well of a newer pump station. The alarms did not
work on the old wet well. The alarms should be repaired on the old wet well. The concern is that
if debris/grease clogs the gravity line between the two wet wells the old wet well could fill up and
spill and the alarms or telemetry would not be triggered This was also requested in the last
inspection report.
e. WWTP Influent PS
Please submit a complete list of the town's Pump stations that includes the street address,
capacity of the lift station. and whether it has a generator or a quick connect.
High Priority Lines: The following High Priority Lines were inspected, and upstream manholes were
observed. There were no issues:
a. East Carolina Avenue High Priority Line — Aerial across small ditch
b. Elementary School Rd. High Priority Line — Aerial across Crooked Creek
c. DOT High Priority Line —Aerial across ditch to WWTP behind DOT facility of Highway 39 south of
Town.
Please submit a complete list of the Town's Hi h Priority Lines that include the location of the line
a description of the line (aerial, etc.) material and size.

(a) Collection systems having an actual, permitted or DMsion-approved average daily flow less than 200,000
gallons per day shall be deemed permitted, pursuant to Rule .0113 ofthis Subchapter if the system meets the criteria
in Rule .0113 of this Subchapter and all criteria required in this Rule:
(1) The collection system shall he effectively maintained and operated at all times to prevent
discharge to land or surface waters anti to prevent any contravention of groundwater standards or
surface water standards.
(2) A map ofthe collection system shall have been developed and shall be maintained,
(3) An operation and maintenance plan, including pump station inspection frequency, preventative
maintenance schedule, spare parts inventory, and ovcrflow response shall have been developed
and implemented.
(L) Pump stations that are not connected to a telemetry system ;hall be inspected by the permittee or
its representative every day, 365 days per year, unless the permittee demonstrates that daily
inspections are not necessary because the pump station ha; sufficient storage capacity, above the
elevation at which the pump activate;, to justify a longer inspection interval. In no case shall the
inspection interval exceed seven days. Pump stations that are connected to a telemetry system
shall be inspected once per week-
(5) High -priority sewers hhall be inspected by the permittee or its representative once every six -
months, and inspections ;hail be dccumented.
(6) A general observation by the permittee or its representative of the entire collection system shall be
conducted once per year.
(7) Overflows and bypasses shall be reported to the appropriate Dk kion regional office in accordance
with t5A ~CAC 02B .0506(a), and public notice shall be provided as required by G.S. 143-
215.IC-
(8) A Grease Control Program shall be in place as follows:
(A) For publicly owned collection system;, the Grease Control Program shall include bi-
annual distribution of educational materials for both commerciA and residential users and
the legal means to require grease interceptors for new construction and retrofit and if
necessary, of grease interceptors at existing establ:shments. The plan shall also include
legal means for inspection; of the grease interceptors, enforcement for violators and the
legal means to control grease entering the system from other public and private satellite
collection systems.
(B) For privately owned collection systems, the Grease Control Program shall include bi-
annual distribution of grease education material; to users of the collection system by the
permittee or its representative.
(C) Grease education materials shall be distributed more often than required in Parts (A) and
(B) of this Subparagraph if necessary to prevent grease -related sanitary serer overflows.
(9) Right -of -nays and easements shall be maintained in the full easement Width for personnel and
equipment accessibility.
(10) Documentation of compliance with Subparagraph; (a)(I) through (a)(9) of this Rule shall be
maintained by the collection system owner for three years with the exception of the map, which
shall be maintained for the life of the system-
(b) Private collection systems on a single property sm ing an industrial facility from which the domestic wastevvater
contribution is less than 200,000 gallons per day shall he deemed permitted.
(c) The Director may determine that a collection system ~hall not be deemed to be permitted in accordance with this
Rule and Rule .0113 of this Subchapter. This determination shall be made in accordance w ith Rule .0113(e) of this
Subchapter,

Inspection Summary:

Works Director and Mr. Larry Winstead
The inspection report is attached. The following observations were made
