Harris, III, P.E., C.P.M., Unit I Iead RE: CAMA Major Permit Application for the proposed Replacement of Bridge No. 38 over Trent Creek on NC 55 in Pamlico County, NC. TIP No. B-4593. Dear Mr. Harris, This letter is in response to a permit application request under the Coastal Area Management Act (CAMA) from the N.C. Department of Transportation (NCDOT) for the above referenced project. Processing of the permit application package for this project, which was received as complete by the Division of Coastal Management's (DCM's) Morehead City District office on June 7, 2019, is ongoing. However, it has been determined that additional information will be required prior to DCM taking final action on your application. These items are summarized below: On July 16, 2019, NCDOT notified DCM by e-mail that the Utilities plans for this project have changed. Therefore, a CAMA permit application revision request is required to include any changes to the final design, including those for the utilities. The items needed may include a narrative of any changes, revised plan sheets, revised permit application forms, and a revised Impact Summary Table. In that the rules of the Coastal Resources Commission state that "If the application is found to be incomplete or inaccurate after processing has begun or if additional information from the applicant is necessary to adequately assess the project, the processing shall be terminated pending receipt of the necessary changes or necessary information from the applicant" [T 1 5A: 07J. 0204(d)], the Division has determined that in cases such as this, the additional information requested by DCM must be obtained prior to making a final permit decision. Therefore, it is necessary that processing of your permit application be placed in abeyance until such time as the requested information for the proposed project is provided to DCM. Upon resolution of the above listed items, DCM will resume processing of the application at the point where it was terminated.
