I corresponded directly with her on this permit. So, last info received on 07/3/2019. It is referenced under G. Supplementary Information; 5j., STV completed surveys for Schweinitz's sunflower and NLEB. The NRTR that is attached to the ePCN also mentions a sunflower survey that was conducted. Regarding the freshwater mussel survey, Three Oaks adds the UWFS disclaimer to all their reports (not all PEF's do this). Again, happy to coordinate regarding the freshwater mussel survey if Claire finds it necessary. Thanks! I thought I had deleted it, as you had asked me to. I had a question about where it said the USFWS should be consulted for the biological conclusion (page 12 of the pdf, page 9 on the report) —I could not find any paperwork that the USFWS signed off as agreeing with that conclusion. I thought as the recipient of the report, DOT would pursue that conclusion, though that assumption may be wrong. Also, I think the USFWS asked for a sunflower survey. Did Three Oaks do that too? I think I am missing it. Regarding your question, we had another survey completed October 30, 2018 by Three Oaks (see attached) where there was a relatively low abundance of the more common freshwater mussel species. No threatened or endangered species were observed and a Biological Conclusion of May Affect, Not Likely To Adversely Affect was rendered. We have not reached out to the USFWS directly regarding the surveys or the proposed project. I had assumed that the USACE would coordinate with the USFWS and, if a consultation was warranted, we would be informed. If we need to approach this differently, we certainly can.
