Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: S&EC was hired to locate all jurisdictional wetlands, streams and other waters on the property. Civil Consulants (engineer) completed the site design with efforts taken to avoid impacts. Impacts were minimized where they could not be avoided. The stormwater BMP discharge channel was relocated to avoid wetland LW1 and W2. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The project will obtain an erosion control permit and post -construction NPDES stormwater permit from the City to protect downstream waters. 2. An NCSAM assessment was done on the stream impact area and the results were that the stream was of "LOW' quality, primarily due to the urban setting and uncontrolled stormwater runoff entering the stream and maintain riparian areas.
