Great comment. Just to note for the record, we are 6 months into the growing season and considering that many
wetlands demonstrate hydrology at the beginning of the growing season from antecedent dormant conditions, the
timeline may provide some limitations in that justification.
I will pass it along to HDR and they can see what they can do.

The meeting minutes are overall consist with DWR field notes. Regarding comment 17, the general agreement with
wetland ratios was tied to the collection of baseline hydrology data to justify functional uplift for rehabilitation and re-
establishment credit, which will be reviewed at the draft mitigation plan stage.
